Job Description
Senior Retail Licensing & Regulatory Specialist at Sutherland managing multi-jurisdictional license requirements for a discount retail program. Supporting high-risk license applications to ensure compliance and risk mitigation.
Responsibilities:
- This role serves as the definitive Retail Compliance Authority for the project.
- This position is responsible for mapping complex, multi-jurisdictional licensing requirements—particularly those with high risk (Alcohol, Health)—to ensure the new application and outsourced process are legally sound and risk-mitigated.
- Define, document, and categorize all mandatory license renewal criteria, supporting documents, lead times, and required fees for the high-volume/high-risk retail license portfolio (e.g., ABC, Health, Tobacco, Fire, Propane).
- Create a definitive map of all inter-license dependencies (e.g., Business License must be active for Health renewal; Health must be active for ABC renewal) to inform the system's workflow logic.
- Identify and document key variances in renewal processes across different states and municipalities, focusing on areas requiring unique forms, affidavits, or public notice/hearing requirements.
- Act as the Tier 3 expert for all complex jurisdictional compliance questions during the design, configuration, and pilot phases.
- Serve as the primary instructor to train the Offshore Process Transition Lead and the Platform Configuration Specialist on the core licensing process and critical non-compliance risks.
Requirements:
- 5+ years of direct experience managing multi-jurisdiction license and permit renewals for a large national retailer, restaurant, or quick-service chain.
- Expert knowledge of Complex license renewals (Alcoholic Beverage Control/ABC, Health Department Permits, Hazardous Materials).
- Proven ability to interpret and document complex regulatory text (statutes, municipal codes) into clear, actionable business rules.
- Strong grasp of the license renewal lifecycle, from application to closeout and archival.
- Ideal candidate will be located in/near the Chesapeake, VA but not mandatory.
