Job Description
Functional Lead configuring Oracle Projects and G-Invoicing for U.S. Department of Education financial systems. Leading requirements, design, testing, documentation, and training for federal implementation.
Responsibilities:
- Plan and facilitate stakeholder workshops across financial management, receivables, budget, and systems support organizations
- Document functional and technical requirements and maintain the Requirements Traceability Matrix through deployment
- Map Department business processes to standard Oracle capabilities and produce fit-gap analysis
- Maintain an explicit decision log for proposed extensions beyond supported configuration
- Define Oracle Projects business taxonomy, including project types, templates, hierarchies, expenditure types, organizations, agreements, transaction sources, and status controls
- Author Business Process Documentation and Functional Design Documents
- Build end-to-end scenarios for cost capture, corrections, transfers, reimbursable setup, funding controls, billing, Receivables integration, revenue recognition, reconciliation, and closure
- Lead user acceptance testing design and execution
- Support role-based training design and user documentation for approximately fifty end users
Requirements:
- U.S. citizenship (mandatory; no exceptions or waivers)
- Bachelor's degree in information systems, business, accounting, or a related field
- Minimum eight (8) years of experience in business analysis and functional ERP or financial system implementation
- Minimum two (2) years of experience with Oracle E-Business Suite Federal Financials
- Minimum two (2) years of experience implementing Oracle Projects
- Demonstrated hands-on Oracle Projects configuration experience, including project and task structures, expenditure types, cost distribution, agreements and funding, billing, and revenue
- Demonstrated experience in requirements analysis, business process mapping, and technical and functional documentation
- Personally authored requirements traceability matrices, process documentation, functional design documents, and fit-gap analyses
- Resume must explicitly show start and end dates, employers, agencies/clients, and how each requirement is met
- Oracle certification desired
- Experience configuring Oracle Project Costing and Project Billing in a Federal reimbursable environment desired
- Experience mapping Federal accounting code structures to Oracle AutoAccounting rules desired
- Experience facilitating fit-to-standard workshops desired
