Job Description

Contract management leader overseeing complex public-sector parking contracts for EFFIA, France’s major parking operator. Managing contract managers, negotiations, risks, performance, and SNCF partnership.

Responsibilities:

  • Lead and structure a growing contract management function
  • Manage a team of contract managers and oversee approximately 300 contracts
  • Deploy contract management tools and methodologies across internal teams
  • Establish and monitor contract performance indicators
  • Provide regular reporting to regional directors
  • Map contractual, operational, and financial risks and opportunities during the project phase
  • Ensure compliance with contractual commitments during the operations phase
  • Identify and share lessons learned
  • Define and lead negotiation strategies, and facilitate sessions with clients and contracting authorities
  • Co-lead contract reviews and support bid response teams
  • Represent EFFIA in dealings with SNCF and lead quarterly steering committee meetings
  • Produce quarterly financial reports
  • Serve as the primary internal point of contact for contractual matters
  • Lead, develop, and coach the three contract managers
  • Improve contract management processes and tools
  • Raise awareness and train EFFIA teams in contract understanding and management

Requirements:

  • Master’s degree (business school, engineering school, or Master’s degree in Economics/Finance, etc.)
  • At least 8 years of proven experience managing complex contracts and leading teams, or managing cross-functional projects involving multiple stakeholders
  • Experience in public service concessions or public-private partnerships is preferred
  • Excellent knowledge of corporate and/or project finance
  • Strong command of contractual mechanisms, including amendments, penalties, guarantees, and risk management
  • Strong understanding of the technical, operational, and financial aspects of project management
  • Demonstrated leadership, strong stakeholder management and political awareness, and the ability to engage multidisciplinary teams
  • Self-motivated, proactive, strong negotiation skills, and active listening abilities
  • Excellent written communication skills and advanced proficiency in Microsoft Office (Excel, Word, PowerPoint)
