Job Description

Remote consultant preparing impact fee and housing nexus analyses for local governments. Developing defensible fee models, reports, and recommendations supporting public adoption.

Responsibilities:

  • Review existing fee programs, development forecasts, capital improvement plans, housing data, and relevant prior studies.
  • Coordinate with planning, finance, public works, housing staff, and legal counsel to establish study assumptions and requirements.

  • Develop transparent calculation models, allocation methods, and proposed fee schedules with supporting documentation.
  • Evaluate applicable credits, offsets, and alternative funding sources to avoid double counting.
  • Prepare draft and final reports explaining the methodology, findings, fee recommendations, and implementation options.
  • Present findings to staff, stakeholders, and governing bodies, and address technical questions during review and adoption.

Requirements:

  • Direct experience preparing development impact fee studies, housing nexus studies, or both for local governments.
  • Experience applying the relevant state’s requirements to study methodology and documentation.
  • Strong quantitative skills in development forecasting, infrastructure cost allocation, housing analysis, and fee modeling.

  • Experience working with municipal staff and legal counsel to address technical review comments.
  • Clear technical writing and public presentation skills.
  • Experience supporting fee adoption and subsequent updates is preferred.
