Job Description

Management Analyst advising HHS OCR on HIPAA policy, cybersecurity, compliance, and enforcement. Supporting federal health privacy initiatives through research, analysis, and stakeholder coordination.

Responsibilities:

  • Provide mission support services for policy analysis and recommendations regarding OCR’s mission development and implementation
  • Develop new policies and analyze existing policies supporting OCR’s mission
  • Advise on policy, administrative rules, compliance, and enforcement mechanisms related to HIPAA Privacy and Security Rules and cybersecurity initiatives
  • Recommend improvements to the quality and efficiency of HIPAA and cybersecurity projects, activities, and mission
  • Coordinate with OCR leaders to evaluate program efficiencies, identify overlap, and recommend improvements or consolidation of workstreams
  • Provide policy and regulatory analysis to the OCR Director and Deputy Directors
  • Support implementation of policies and procedures under OCR compliance and enforcement authorities
  • Research and analyze cases, conduct investigations, and perform compliance reviews
  • Support intra- and inter-agency efforts to develop, coordinate, and implement mission activities
  • Interface with government staff, federal and state agencies, regulated entities, complainants, covered entities, business associates, advocacy groups, and other stakeholders

Requirements:

  • Master’s degree from an accredited university in Cybersecurity, Computer Science, Information Sciences, or a comparable field
  • Three years of specialized cybersecurity experience equivalent to GS-13/14 level in the Federal Government
  • Expert understanding of HIPAA policies
  • Ability to obtain and retain a Public Trust clearance level II
  • Understanding of the public health or healthcare system/field
  • Ability to work well with a team in a high-visibility, fast-paced environment
  • Flexibility balancing competing and new priorities
  • Strong analytical, communication, and writing skills
  • A combination of education and experience may qualify; experience must be equivalent to at least four years of specialized experience at the GS-13/14 level
