Job Description
Organizational Development Lead designing governance and operating models for Bixal’s federal digital modernization consulting work. Leading change adoption, Service Owner enablement, and client delivery.
Responsibilities:
- Lead the design of the future-state governance operating model across mandate and outcomes, customers and services, organization and roles, processes and handoffs, workforce and capacity, technology and data, and performance measures.
- Synthesize stakeholder interviews, working sessions, and workshops into future-state maps and actionable artifacts.
- Create reusable blueprints, toolkits, templates, and operating guidance aligned with client workflows and tools.
- Design governance and decision-making structures, including governance bodies, decision rights, delegated authority, forums, cadence, escalation paths, and decision tracking.
- Facilitate working sessions and governance forums that produce decisions, ownership, and next steps.
- Define and pilot Service Owner and Product Owner roles and other critical accountabilities.
- Design development and coaching pathways for new accountabilities.
- Lead change and adoption planning across sponsor and stakeholder engagement, communications, resistance management, reinforcement, and adoption measurement.
- Partner with product, technology, HCD/service design, and monitoring and evaluation colleagues.
- Lead the OD workstream end to end, including scope, sequencing, deliverables, dependencies, owners, and client alignment.
- Represent the OD workstream in sprint planning, sprint review, and client governance updates.
- Direct staff supporting the workstream by setting priorities, assigning work, defining quality expectations, and removing delivery barriers.
Requirements:
- Bachelor's degree.
- Eight or more years of experience in organizational development, organization design, or organizational change, including responsibility for leading a client-facing workstream or comparable body of work.
- Demonstrated experience designing a future-state operating model or functional organization design and producing actionable artifacts such as service models or catalogs, role charters, decision rights, and process and handoff maps.
- Experience designing governance and decision-making structures, including decision rights, delegated authority, forum cadence, and escalation paths.
- Practitioner-level change management experience using a recognized framework, including sponsor engagement, resistance management, reinforcement, and adoption measurement.
- Experience defining roles, capabilities, or competency expectations and designing development, coaching, or cohort-based pathways.
- Experience supporting digital modernization, service delivery, product, or technology-enabled transformation.
- Experience leading iterative delivery and managing senior client relationships.
- Experience managing a workstream, tasking out work, and making technical decisions affecting delivery timelines.
- Experience being accountable to established project timelines and deliverables.
- Ability to obtain and maintain a favorable Public Trust determination.
- Legally authorized to work in the US.
- Prosci or comparable change practitioner certification (nice to have).
- Federal experience, particularly on a digital service, service delivery, or platform modernization program (nice to have).
- Familiarity with product and service operating models and Service Owner and Product Owner accountabilities (nice to have).
- Human-centered design or service design experience (nice to have).
- Executive-level facilitation experience (nice to have).
- Evaluation experience focused on adoption, behavior change, and operational outcomes (nice to have).
