Job Description
Realty Specialist processing Tribal broadband rights-of-way, permits, and leases for federal FAST-41 projects. Coordinating BIA, Tribes, and agencies while reviewing environmental and land documentation.
Responsibilities:
- Process contract management service transactions for rights-of-way, permitting, and leases
- Coordinate with Tribes and Tribal representatives to move FAST-41 applications toward approval
- Review and analyze Tribal applications for required documentation and consistency
- Facilitate potential recommendations for secretarial waivers of regulations during right-of-way grant or lease negotiations
- Coordinate with Tribal applicants, NEPA staff, FAST-41 points of contact, appraisers, BIA staff, and federal partners
- Encode and track applications in the Trust Asset and Accounting Management System (TAAMS)
- Analyze current and historical transactions and encumbrances, including trust title and records
- Conduct outreach and provide technical assistance for the Environmental Review Improvement Fund Tribal Assistance Program
- Assist with BIA Regions and Agencies data calls and reporting requirements
- Verify consent requirements, land status, legal descriptions, encumbrances, NEPA and Section 106 compliance, bonding, and fair market value appraisals
- Ensure project survey plats and drawings align with project locations by Section, Township, and Range for TAAMS encoding
- Participate in meetings with Tribes, Tribal offices, state agencies, and federal agencies
- Review NEPA project proposals and prepared documents, including Environmental Assessments, CEER checklists, Environmental Impact Statements, Section 106 and Section 7 documents, survey plats/drawings, tribal approvals, and other proposal documents
- Submit information for biweekly encrypted progress reports in MS Word
- Provide real estate expertise concerning archaeological resources, historic preservation, and paleontology laws and regulations
- Provide road services and conduct road analyses related to broadband projects
- Stay current with applicable regulations, policies, manuals, and handbooks
- Ensure parties operate within the current legal and regulatory framework
Requirements:
- Bachelor of Science degree
- Five (5) years of related experience
- Experience level equivalent to a GS-1170 Series
- Documented knowledge of BIA regulations, policies, and procedures
- Experience reviewing contract management transactions related to tribal broadband projects
- Ability to review environmental impact reports related to tribal broadband projects
- Ability to work collaboratively with the Division of Environmental Services and Cultural Resources Management (DESCRM) within the Office of Trust Services
- Ability to collaborate with BIA and the National Telecommunication and Information Administration (NTIA) federal program officers and tribal grantees funded through NTIA’s Tribal Broadband Connectivity Program (TBCP)
- Must pass a pre-employment drug test and federal security investigation/background check
- Must obtain a Department of the Interior Public Trust security clearance prior to start
- Must be a U.S. Citizen
- Knowledge of real estate services and laws and regulations relating to archaeological resources, historic preservation, and paleontology
- Knowledge of NEPA and Section 106 compliance, land status, legal descriptions, encumbrance verification, bonding, and fair market value appraisals
- Proficiency with the Trust Asset and Accounting Management System (TAAMS)
- Proficiency with MS Word
- Ability to work Monday through Friday, 8 hours per day/40 hours per week
