Job Description

Senior Evaluation Specialist measuring adoption and impact of AI education resources for the Veterans Health Administration. Translating mixed-methods findings into recommendations for federal healthcare workforce strategy.

Responsibilities:

  • Design and implement end-to-end evaluation systems for the VHA AI Education Hub
  • Apply mixed-methods evaluation, including content analysis, quantitative tracking, surveys, focus groups, and structured interviews
  • Oversee performance report generation, formatting, and communication
  • Translate findings into strategic recommendations and integrate them into program strategies
  • Meet with Government stakeholders to discuss progress, present findings, propose assessment initiatives, and establish priorities
  • Develop data-driven sustainment and expansion recommendations for AI education resources
  • Conduct secondary research and environmental scans benchmarking comparable federal, healthcare, and AI literacy programs

Requirements:

  • Minimum 5 years of experience designing and implementing program evaluation systems
  • Expertise in quantitative and qualitative assessment methodologies
  • Bachelor's degree (BA/BS) in Evaluation, Public Health, Public Policy, Social Sciences, Education, or a related field required
  • Prior experience supporting federal agency clients, preferably VA, VHA, DoD, or another federal health or workforce development context
  • Ability to obtain and maintain VA network access and meet VHA personnel security requirements, including applicable background investigations
  • Legally authorized to work in the United States without sponsorship, now or in the future
  • Proficiency with survey design, focus group facilitation, structured interviews, and secondary/desk research
  • Experience translating findings into executive-level reports and strategic recommendations
  • Experience evaluating technology adoption, digital literacy, or AI/emerging technology training programs
  • Familiarity with VHA or VA organizational structures, workforce development priorities, or health informatics initiatives
  • Proficiency with Power BI, Tableau, or equivalent data visualization/reporting tools
  • Knowledge of federal performance management frameworks such as OMB guidance, GPRA/GPRAMA, or HHS/VA evaluation policies
