Job Description
Construction Project Manager leading HUD-funded Colorado housing recovery and mitigation programs for ICF, a global advisory and technology provider. Overseeing construction, compliance, contractors, and resilient rebuilding.
Responsibilities:
- Provide expert construction services supporting disaster recovery and mitigation efforts, including construction, inspections, cost estimating, and environmental requirements
- Lead construction oversight and quality control for CDBG-DR and CDBG-MIT housing rehabilitation, reconstruction, and new construction projects
- Coordinate with state and local officials, environmental teams, and program managers to ensure HUD and Colorado jurisdiction compliance
- Develop SOPs for construction standards, environmental hazard mitigation, green/resilient building strategies, and field QA/QC
- Support contractor scoring and selection and monitor contractor performance against KPIs
- Manage training staff and facilitate training sessions and technical assistance workshops
- Oversee construction-related issues, homeowner concerns, and documentation throughout construction phases
- Assist with program procedures and process development/refinement
- Manage environmental requirement reviews and incorporation into scopes of work
- Interpret and apply HUD requirements, local building codes, green building standards, and disaster recovery policies
- Manage client contracts and work orders to ensure profitability
- Monitor and allocate resources
- Coordinate with authorities having jurisdiction on codes, permitting, and inspections
- Ensure compliance with Colorado Wildfire Resiliency Code, Colorado energy codes, CWCB floodplain rules, and HUD floodplain requirements
- Support Duplication of Benefits determinations under Section 312 of the Stafford Act
- Review and approve change orders and maintain files for HUD monitoring, state audit, and OIG review
- Support DRGR data entry, quarterly performance reporting, and construction closeout documentation
- Travel as needed for programmatic and contractual support, community events, and client requests
Requirements:
- Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline
- 5+ years of experience managing federally funded construction programs, specifically CDBG-DR/CDBG-MIT housing recovery programs
- Experience managing large-scale residential construction programs in Colorado, including floodplain, high-wind, and wildland-urban interface compliance
- Strong understanding of HUD requirements, locally adopted Colorado building and energy codes, green building standards, and Section 3/MBE/WBE participation goals
- Demonstrated leadership managing multidisciplinary teams including inspectors, engineers, subcontractors, and administrative staff
- Familiarity with cost reasonableness review, Xactimate or RSMeans estimating tools, and Davis-Bacon compliance
- Excellent communication skills with the ability to coordinate across government agencies, community stakeholders, and internal teams
- Proficient in Microsoft Office Suite, particularly Excel, and program/project management platforms such as Smartsheet, QuickBase, and Salesforce
- Proven experience managing CDBG-DR, CDBG-MIT, or other HUD-funded construction programs and coordinating tasks across multiple locations
- Ability to assist in developing a comprehensive construction management monitoring plan
- Expert knowledge of Colorado building, fire, residential, green, and energy codes, including the Colorado Wildfire Resiliency Code
- Expert knowledge of ADA and accessibility standards
- Knowledge of IRC and IBC 2021 and 2024 editions and resilient residential construction practices
- Proficiency reading residential and commercial building plans
- Ability to work across several projects or tasks simultaneously
- Working knowledge of CDBG-DR cross-cutting requirements, including 24 CFR Part 570, 2 CFR Part 200, 24 CFR Parts 55 and 58, URA, Section 104(d), Section 3, Section 504/ADA, Section 106, and Duplication of Benefits
- Understanding of Colorado’s home rule code environment
- Knowledge of Colorado Wildfire Resiliency Code, wildfire map, fire intensity classifications, structure hardening, and defensible space requirements
- Knowledge of Colorado energy code requirements under HB22-1362
- Familiarity with CWCB floodplain rules, freeboard, and No-Rise Certification requirements
- Experience with Front Range and high-altitude construction conditions
- Working knowledge of lead-safe practices, asbestos requirements, and mold assessment/remediation protocols
- Familiarity with Colorado and federal procurement requirements
- Experience overseeing subrecipients, local government partners, and third-party inspectors
- Ability to obtain and maintain required local contractor, inspector, or trade registrations and pass a background check
- Valid driver’s license and ability to travel to project sites across impacted Colorado jurisdictions
- Preferred: ICC certification, CCM/PMP or comparable credential, OSHA 30-Hour Construction certification, EPA/HUD lead certifications, WUI construction training, Colorado CDBG-DR experience, HUD DRGR/DOLA grant portal experience, green building certification knowledge, and professional working proficiency in Spanish
