Job Description
Director leading subcontractor governance, performance, and RHRP transition-out for Leidos QTC Health Services’ federal healthcare programs. Coordinating contracts, finances, operations, and executive stakeholders.
Responsibilities:
- Provide overall leadership for subcontract program management activities and orderly transition out of all RHRP services
- Own the subcontract program management operating framework, including governance, performance management, issue escalation, action-item accountability, financial oversight, and execution standards
- Establish and refine procedures and operating practices as program requirements, contract conditions, and transition needs evolve
- Serve as senior internal leader and primary escalation point for significant subcontractor matters
- Direct transition-out strategy and execution across all RHRP workstreams
- Lead cross-functional execution with Contracts, Finance, Provider Relations, Information Technology, Facilities, Human Resources, program operations, and other stakeholders
- Partner with Contracts and functional leaders on subcontract agreements, statements of work, modifications, closeout requirements, and transition actions
- Engage with subcontractor executives and senior customer or government representatives
- Conduct senior-level briefings, governance reviews, and decision meetings
- Hold subcontractors accountable for cost, schedule, quality, service, compliance, and customer requirements
- Direct performance reviews, corrective action plans, escalation pathways, and remediation efforts
- Lead continuous improvement and transition-readiness activities using performance data, cost trends, customer feedback, audit results, lessons learned, and operational experience
- Provide senior-level recommendations and decision support to program and company leadership
- Monitor material program and subcontract risks and coordinate identification, escalation, mitigation, and communication
- Provide executive reporting on subcontractor performance, transition status, significant issues, financial trends, key decisions, and material risks
- Prepare and present senior-level briefings, presentations, and decision-support materials
- Perform other duties and responsibilities as assigned
Requirements:
- Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education
- 14 years or more of leadership experience in progressively responsible roles; or 12 years of leadership experience with a related Master’s degree
- Experience leading complex Federal government programs, contracts, organizational functions, or major workstreams with accountability for cost, schedule, performance, contractual compliance, and customer outcomes
- Experience establishing and managing subcontractor governance, performance, financial accountability, and executive-level relationships
- Experience leading complex program transition, closeout, off-ramp, or transition-out activities
- Ability to operate with broad organizational latitude, establish operating approaches, interpret policy, resolve complex issues, and make decisions or recommendations
- Experience developing and presenting executive-level briefings, status reports, recommendations, and decision-support materials
- Experience with RFPs, large contract proposals, subcontracting strategies, and/or contract modifications
- Awareness of clinical constraints, including patient safety considerations, time pressures, and regulatory obligations
- Ability to pass a Federal background check and/or obtain and maintain additional clearances as specified by the contract, if applicable
- Experience with healthcare or management of Federal healthcare programs highly preferred
- PMP certification or other relevant program management certification preferred
- Experience directing internal and external resources across multiple functions
- Experience establishing governance models, performance standards, transition methodologies, or operating practices
