Job Description
Disaster recovery project manager leading FEMA individual assistance and survivor programs for Tidal Basin Government Consulting. Managing clients, teams, budgets, compliance, and disaster deployments.
Responsibilities:
- Provide overall project management for disaster recovery and survivor assistance programs
- Lead project implementation and operational execution activities
- Develop and implement project plans, timelines, and resource strategies
- Oversee daily operations to ensure alignment with client objectives and contract requirements
- Manage risks, identify operational challenges, and suggest corrective actions
- Assist with business development and proposal support through technical writing and subject matter expertise
- Serve as the primary liaison between Tidal Basin, clients, government agencies, subcontractors, and other stakeholders
- Facilitate meetings, briefings, and status updates
- Ensure compliance with federal, state, local, and contractual requirements
- Provide technical assistance and subject matter expertise for FEMA programs, including PA, IA, and Mitigation
- Interpret and apply 2 CFR Part 200 and applicable state/local policies
- Develop FEMA Project Worksheets and review damage descriptions, scopes of work, cost estimates, and content for quality assurance
- Oversee documentation, reporting, audit readiness, and project closeout
- Develop staffing plans and manage project personnel
- Monitor project performance, KPIs, and contract deliverables
- Coach, oversee, and guide team members
- Establish and enforce health and safety guidelines and required training
- Manage project budgets, financial performance, forecasting, invoicing support, and resource allocation
- Review invoices, timesheets, expense reports, and financial reports
- Prepare project reports, briefings, forecasts, and executive-level presentations
- Ensure accurate and timely submission of deliverables
- Prepare and update the Project Management Plan
- Perform other duties as assigned
Requirements:
- Bachelor’s degree in Emergency Management, Public Administration, Business, Engineering/Construction Management, or related field preferred
- Minimum of five (5) years of experience serving in a Project Manager, Program Manager, or equivalent leadership role overseeing disaster recovery programs
- Minimum of five (5) years of experience managing FEMA Individual Assistance (IA) programs, Disaster Case Management Programs (DCMP), or similar disaster survivor assistance and recovery initiatives
- Demonstrated experience managing large-scale recovery programs or projects
- Strong knowledge and experience of FEMA programs, policies, and procedures
- Experience with federal grant management and compliance requirements
- Experience in case management program operations
- Proven ability to lead teams in fast-paced, high-pressure environments
- PMP (Project Management Professional) certification preferred
- Experience managing large-scale disaster recovery operations following federally declared disasters
- Familiarity with FEMA Individual Assistance programs, Disaster Case Management principles, Non-Congregate Sheltering (NCS), Transitional Sheltering Assistance (TSA), housing recovery programs, and long-term recovery operations
- Disaster Case Management Program (DCMP) project management experience at the federal, state, and provider level preferred
- PMP, CEM, or other relevant professional certifications preferred
- Travel to disaster-impacted areas with extended stays as needed
- Ability to work extended hours, evenings, weekends, and holidays as operational needs require
- Ability to lift up to 25 lbs. as needed
