Job Description

Lead evaluator overseeing DOL ILAB international labor program evaluations, data analysis, and learning. Hybrid Washington-based consulting role supporting global labor-program initiatives.

Responsibilities:

  • Lead the planning, implementation, and utilization stages of monitoring, evaluation, and learning tasks
  • Conduct quality reviews of technical work
  • Prepare and finalize requested deliverables
  • Provide technical oversight by matching specialist expertise to assignment needs
  • Review and approve the technical quality of specialist work products
  • Provide technical guidance and mentorship to bench members
  • Lead terms of reference, evaluation design, interim, final, and thematic evaluations
  • Lead rapid studies, fieldwork, and mixed-method analysis
  • Work with specialists on on-site facilitation, data collection, site visits, and observations where fieldwork is appropriate
  • Review evidence, synthesize findings, validate findings, and evaluate outcomes
  • Verify the accuracy of AI-assisted analysis or content before inclusion in deliverables
  • Lead sensemaking and technical learning
  • Serve as technical authority across evaluation, learning, and data use
  • Support DOL ILAB Monitoring, Evaluation, Learning, and Data Services engagements

Requirements:

  • Master’s degree or higher
  • At least 8 years of recent monitoring, evaluation, and learning experience with international development projects in the communities and populations served by ILAB projects
  • Recommended: master’s degree in evaluation, economics, public policy, social science, or related field
  • Leadership of comparable evaluations
  • Experience with sampling, quantitative and qualitative methods, performance measurement, evidence synthesis, and technical review
  • Methodological rigor, impartiality, ethical judgment, cultural awareness, and utilization-focused recommendations
  • Ability to obtain applicable IRB/ethical approval and oversee safeguards for sensitive information
  • Ability to discuss AI plans with the COR and provide human validation
  • English work/site language
  • Government and Public Services Sector experience
