Job Description
Policy manager advancing CEBA’s utility partnerships and clean energy customer programs. Leading regulatory engagement, stakeholder initiatives, and high-impact policy projects.
Responsibilities:
- Execute CEBA's strategic policy initiatives, focusing on the "activate utilities" initiative
- Shape CEBA's partnerships with utilities to unlock collaboration and partnership opportunities serving growing large loads
- Oversee high-impact projects and lead stakeholder engagement
- Develop and implement initiatives aligned with CEBA's mission, vision, and core tenets
- Contribute to strategic planning by identifying program development and market impact opportunities
- Oversee assigned programmatic priorities, ensuring high-quality deliverables and measurable outcomes
- Advocate for CEBA's positions with regulatory agencies, policymakers, and industry stakeholders
- Conduct research and analysis on clean energy access, regional transmission policy, and utility decarbonization pathways
- Develop white papers, reports, and policy briefs
- Manage public comment processes, coalition-building efforts, and stakeholder convenings
- Lead projects, including planning, budgeting, and execution
- Coordinate cross-functional collaboration with CEBA teams
- Supervise consultants, technical experts, and external partners
- Mentor and support junior staff and peers
- Develop relationships with government agencies, policymakers, public utility commissions, businesses, NGOs, and utilities
- Lead working groups, meetings, and stakeholder convenings
- Engage in or manage regulatory dockets for utility planning and clean energy customer tariffs
- Communicate strategic objectives through presentations, reports, and direct engagement
- Represent CEBA at industry conferences and events
- Perform other related duties as assigned
Requirements:
- 7+ years of experience in a relevant industry, or Bachelor's degree and 5+ years of experience in a relevant field, or Master's degree and 3+ years of experience in a relevant field
- Minimum 2 years' experience employed by, or engaged directly with, a vertically integrated utility in a regulatory, advocacy, or partnership capacity
- Minimum 1 year experience in policy analysis, market development, regulatory process engagement, or program implementation
- Minimum 1 year experience working with multi-stakeholder groups, coalitions, or industry initiatives
- Strong ability to analyze complex issues, generate innovative solutions, and communicate recommendations effectively
- Excellent verbal and written communication skills, including the ability to convey technical concepts to non-technical audiences
- Experience with design of clean energy customer programs and ratemaking
- Familiarity with regulatory processes, transmission policy, and/or utility business and planning processes
- Knowledge of corporate, industrial, and institutional clean energy procurement strategies
