Job Description

Program Project Manager leading Trissential’s public-sector technology transformation, data governance, cloud, and systems integration initiatives. Managing enterprise programs, vendors, risks, governance, and deployment.

Responsibilities:

  • Lead end-to-end management of multiple DOC technology initiatives from planning through deployment and operational transition
  • Define project scope, objectives, deliverables, resource requirements, schedules, and success metrics
  • Develop and maintain detailed project plans and schedules using approved project management methodologies and tools
  • Ensure projects align with business goals, strategic priorities, timelines, budgets, and quality expectations
  • Manage complex dependencies across multiple parallel initiatives and technology implementations
  • Support enterprise data management, stewardship, governance, integration platform, reporting, and analytics initiatives
  • Oversee implementation and integration of the PRISM Offender Management System and related enterprise applications
  • Ensure synchronization, interoperability, and operational readiness across dependent systems
  • Collaborate with teams supporting cloud, infrastructure, application development, and cybersecurity initiatives
  • Identify, assess, document, and mitigate project risks, assumptions, issues, and dependencies
  • Maintain RAID logs and drive proactive resolution activities
  • Escalate critical risks and issues with actionable mitigation strategies
  • Ensure compliance with project governance frameworks and reporting requirements
  • Build relationships with business leaders, program sponsors, technical teams, vendors, and external partners
  • Manage stakeholder expectations and alignment across competing priorities
  • Coordinate vendor activities and ensure contractual compliance of deliverables
  • Support contract management discussions, change requests, issue resolution, and performance accountability
  • Prepare executive-level status reports, presentations, dashboards, and briefings
  • Communicate progress, budget status, milestones, risks, and dependencies to leadership
  • Facilitate governance meetings, steering committees, and stakeholder review sessions
  • Maintain comprehensive project documentation throughout the lifecycle
  • Lead cross-functional teams of internal staff, vendor resources, business stakeholders, technical experts, and subject matter specialists
  • Mentor project participants and promote program best practices

Requirements:

  • 10+ years of Program Management, Senior Project Management, or IT Program Leadership experience
  • 7+ years managing large, complex enterprise IT projects
  • Proven experience delivering technology programs on schedule, within scope, and within budget
  • Experience managing procurement processes, RFP activities, vendor selection efforts, and COTS solution implementations
  • Strong understanding of SDLC methodologies including Agile, Waterfall, and Hybrid delivery approaches
  • Experience managing multiple concurrent projects within large programs or portfolios
  • Experience leading cross-functional teams in highly matrixed organizations
  • Strong vendor management, contract management, and stakeholder engagement skills
  • Demonstrated success managing project risks, dependencies, RAID logs, budgets, and governance processes
  • Strong knowledge of enterprise technology environments, infrastructure, systems integration, and technology lifecycle management
  • Excellent communication, presentation, negotiation, and executive stakeholder management skills
  • Experience managing cloud, application development, infrastructure, cybersecurity, or digital transformation initiatives
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field
  • PMP certification or equivalent project management certification required
  • English essential
  • Must be authorized to work in the United States
  • Additional Agile, Scrum, Change Management, or Program Management certifications are highly desirable
  • Experience within corrections, public safety, criminal justice, or government environments is a bonus
  • Experience implementing enterprise Data Management, Data Governance, or Analytics platforms is a bonus
  • Experience leading enterprise systems integration and modernization initiatives is a bonus
  • Knowledge of Azure and AWS cloud environments is a bonus
  • Experience managing SaaS, PaaS, and IaaS implementations is a bonus
  • Familiarity with enterprise reporting and analytics platforms is a bonus
  • Experience leading large-scale business transformation projects is a bonus
  • Background supporting highly regulated organizations is a bonus
