Job Description
Senior Cost Manager / Quantity Surveyor delivering cost planning, estimating, and controls for Turner & Townsend’s construction consultancy. Managing budgets, change, risk, and value engineering across workplace projects.
Responsibilities:
- Act as the key day-to-day client interface and deliver value-added cost management services
- Provide leadership and direction while promoting Turner & Townsend’s purpose, values, and vision
- Estimate and negotiate change orders throughout the construction lifecycle
- Produce and present final cost plans and develop cost plans and estimates through design milestones
- Review design services and general contractor cost estimates
- Reconcile changes and verify contractor data accuracy
- Gather project status information and prepare cost estimate updates
- Review contractor submissions and prepare written comments and executive summaries
- Coordinate cost information from project stakeholders, suppliers, subcontractors, and architects/engineers
- Inform engineering priorities based on cost impact
- Manage cost checks, valuations, post-contract cost variances, change control, contingency, and commitment tracking
- Prepare funding data presentations and coordinate value engineering sessions
- Review contractor and subcontractor pricing and lead client-side negotiations
- Produce monthly cost reports and negotiate final accounts
- Compile built cost estimate records for benchmarking
- Manage financial reporting, margin tracking, fee/resource forecasts, and internal business management systems
- Develop parametric and hybrid cost models for estimating, benchmarking, and scenario analysis
- Prepare detailed estimates and budgets for workplace construction projects, including new builds, remodels, and tenant improvements
- Monitor project costs, financial risks, budget adherence, cash flow, accruals, and forecasting
- Maintain financial documentation and ensure compliance with client policies, contracts, and SOX controls where applicable
- Support AI-enabled cost modeling tools and scalable cost intelligence platforms
- Collaborate with technical teams to translate cost workflows into digital solutions
- Partner with clients and project teams on scope, cost, delivery strategy, value engineering, and data-driven recommendations
- Mentor team members and identify, coach, and develop talent
Requirements:
- Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a construction-related field
- Minimum 5–7 years of relevant experience in a construction-industry cost management role
- Experience leading cost management on medium or large, medium- to high-complexity construction projects
- Good knowledge of construction industry technical matters, including procurement routes, value management, and value engineering
- Excellent communication skills
- Comfortable operating in a client-facing role
- Able to work independently and as part of a team
- RICS accreditation or working toward it preferred
- Construction consultancy experience strongly preferred
- Knowledge of parametric and hybrid cost models
- Experience with cost estimating, budgeting, cost planning, cost controls, change management, financial risk management, forecasting, and cost reporting
- Ability to leverage historical data, market intelligence, and industry trends
- Ability to align cost plans with project schedules for cash flow, accruals, and forecasting
- Ability to support AI-enabled cost modeling tools and digital cost solutions
- Ability to communicate complex cost and risk insights to senior stakeholders
- Ability to mentor team members and drive continuous improvement
