Job Description
Senior Economist guiding Canada’s public drug programs in pharmaceutical negotiations. Leading health-economic, financial, and market analyses for evidence-informed pricing decisions.
Responsibilities:
- Provide expertise and leadership for pCPA decision-making on brand negotiations and generic drug assessments
- Lead projects supporting evidence-informed negotiations and participate in stakeholder committees
- Develop negotiation strategies, set mandates, and reassess offers and counteroffers
- Conduct comprehensive financial, utilization, and environmental-scan analyses
- Synthesize and report research findings to support negotiation decisions
- Identify regulatory, contractual, and potential legal issues affecting negotiations
- Re-analyze cost-utility, cost-minimization, cost-effectiveness, and budget-impact analyses
- Appraise confidential manufacturer price proposals and quantify financial impacts across jurisdictions and Canada
- Evaluate outcome-based offers, valuation, administrative complexity, and pan-Canadian health-system impacts
- Lead quantitative research on pharmaceutical savings, drug life cycles, rebates, and reimbursement-policy impacts
- Lead or co-lead negotiations with drug manufacturers on behalf of the pCPA
- Refine negotiation processes and support provincial and territorial negotiation standards
- Lead project scoping, implementation, problem-solving, and deliverable preparation
- Lead training and resource-material preparation
- Collect, organize, and interpret data for Analytics staff, pCPA staff, and jurisdictional contacts
- Develop and evaluate pharmaceutical ecosystem reports and analyses
- Prepare policy papers, presentations, memos, correspondence, briefing notes, and reports for management and executives
- Consult and liaise with public drug programs, jurisdictions, and medical, legal, and financial experts
- Support Analysts with internal and public-facing metrics and performance and risk indicators
- Develop, revise, and appraise negotiation policies, programs, and initiatives
- Maintain relationships with federal, provincial, territorial, and external partners
- Represent the pCPA in working groups and committees and liaise with external partners
- Support business-plan development
- Stay informed about industry trends
- Provide technical leadership and mentorship to Economists and Analysts
Requirements:
- Bachelor’s degree in health economics, finance, business administration, a clinical or scientific discipline, or a related field
- 3 to 5 years of work experience in health economic evaluation and budget impact analysis
- At least 3 years of experience conducting comprehensive quantitative analyses
- At least 3 years of experience working with data for analytical, research, or policy-related work
- Experience preparing reports, briefing notes, or presentations
- Experience in pharmaceutical sciences, health services research, government, or regulatory environments
- Exceptional written and verbal communication skills in English
- Demonstrated proficiency delivering presentations to technical and generalist audiences
- In-depth understanding of the Canadian pharmaceutical industry and government processes
- Strong problem-solving and independent decision-making abilities
- Ability to lead and build consensus without authority
- Strong business and digital acumen
- Legal eligibility to work in Canada
- Frequent travel in different provinces and territories, including periodic multi-day, overnight trips
- Experience mentoring or coaching employees is an asset
- Experience overseeing working groups and project teams is an asset
- Experience supporting negotiation strategies through economic and financial expertise is an asset
- French written and verbal communication skills are an asset
