Job Description
Économiste principal·e dirigeant les analyses économiques et négociations de médicaments de l’APP. Soutien aux régimes publics canadiens pour obtenir la meilleure valeur pharmaceutique.
Responsibilities:
- Develop negotiation strategies, establish mandates, and reassess offers and counteroffers between the pan-Canadian Pharmaceutical Alliance (pCPA) and pharmaceutical manufacturers
- Conduct comprehensive analyses of financial systems, medication utilization, and environmental scans
- Identify and analyze regulatory issues, contractual dependencies, and legal implications related to negotiations
- Conduct targeted cost-utility, cost-reduction, and budget-impact analyses
- Critically assess manufacturers’ complex and confidential pricing proposals
- Evaluate outcomes-based offers and their impact on the healthcare system
- Lead or support quantitative research on the pharmaceutical ecosystem
- Lead or co-lead negotiations with drug manufacturers on behalf of the pCPA
- Develop and refine negotiation processes and structures
- Lead project management activities and prepare deliverables, reports, implementation plans, and communications materials
- Lead the preparation of training materials and resources
- Collect, organize, and interpret data
- Lead the development and assessment of reports and analyses
- Prepare solutions, policy documents, slide decks, briefing notes, memoranda, and reports for senior management
- Conduct consultations and liaise with public drug plans and external experts
- Support the development of performance, risk, and negotiation-effectiveness indicators
- Guide the development, review, or analysis of policies, programs, and initiatives
- Maintain relationships with government bodies and external groups to establish coordinated interventions
- Represent the pCPA on working groups and committees
- Support the development of business plans
- Stay current with industry trends
- Reports to Management, Analytics
Requirements:
- Bachelor’s degree in health economics, finance, business administration, a clinical or scientific discipline (including pharmacy, pharmacology, or medical sciences), or a related field
- 3 to 5 years of experience in health economics evaluation and budget-impact analysis
- At least 3 years of experience conducting detailed quantitative analyses
- At least 3 years of experience working with data to support analytical, research, or strategic activities
- Experience preparing reports, briefing notes, or presentations
- Experience working in the pharmaceutical sciences, health services research, government, or regulatory sectors
- Exceptional verbal and written communication skills in English
- Demonstrated ability to deliver presentations to technical and generalist audiences
- Strong verbal and written communication skills in French (an asset)
- In-depth understanding of the Canadian pharmaceutical industry and government processes
- Demonstrated ability to present to internal and external stakeholders
- Strong problem-solving and independent decision-making skills, based on established procedures and relevant contextual factors
- Ability to lead and build consensus without formal authority
- Strong business and digital acumen
- Legally authorized to work in Canada
- Experience mentoring or coaching staff members (an asset)
- Experience supervising working groups and project teams (an asset)
- Experience supporting negotiation strategies through economic and financial expertise (an asset)
