Job Description
Cost Estimator supporting Library of Congress IT investments and software projects. Developing GAO-aligned cost estimates, reviewing estimates, and enhancing IT cost-estimation processes.
Responsibilities:
- Collaborate with the IT Partner Engagement (ITPE), Program Management Governance and Operations Division (PMO), other OCIO Directorates, and partnering service units
- Formulate cost estimating processes and procedures
- Conduct cost estimate reviews
- Develop cost estimates for selected IT products, projects, and programs
- Produce quality cost estimates for IT investments using industry best practices and GAO/OIG guidance and audit recommendations
- Conduct cost estimation analysis on new and ongoing IT and software development projects
- Maintain and enhance processes and roles needed to effectively estimate IT expenses
Requirements:
- Minimum of five (5) years of combined experience in IT cost estimating and information systems development, acquisition, operations or maintenance
- Minimum of two (2) years of experience applying GAO cost estimating and assessment guide, GAO Agile assessment guide, Capital Planning and Investment Control (CPIC), and/or Program Management Institute (PMI) program and project cost estimating best practices
- Ability to analyze project requirements to accurately estimate IT project costs
- Ability to provide overall direction and leadership for preparing hardware/software cost estimates
- Minimum education: BS/BA or equivalent education
- If the education requirement cannot be met, training and certification in one of PMP, FAC-P/PM, CCEA, PCEA, and/or SCEC is accepted
- Experience utilizing SEER Cost Estimation product suite is strongly preferred but not required
- Progressively responsible experience and training sufficient to perform the duties without supervision
