Job Description
International development project manager leading DOL ILAB monitoring, evaluation, learning, and data services. Managing global labor-program teams, budgets, quality, and contract deliverables for ProSidian.
Responsibilities:
- Serve as ProSidian Engagement Team Project (Contract) Manager and Lead Evaluator for DOL ILAB MEL and Data Services
- Manage monitoring programs, measure impact, and turn labor data into actionable insights
- Ensure contract deliverables are high quality, on time, and within budget
- Manage workflow among specialists, subcontractors, and other contributors
- Act for the engagement team on daily contract matters
- Manage the engagement, identify problems, and recommend resolutions
- Manage the project team and provide quality control
- Plan and assign evaluation-team tasks
- Liaise between the COR and evaluation team
- Review evaluation work, reports, and deliverables
- Provide technical assistance to ILAB and project staff
- Interact with clients on program and technical issues
- Identify and address technical and complex evaluation areas
- Monitor job performance and evaluation quality
- Prepare and implement staffing plans, project plans, and quality-control standards
- Prepare and submit monthly progress reports and final deliverables
- Provide operational oversight of the specialist bench, including workflow and staffing logistics
- Maintain a qualified bench of specialists across evaluation methods, sectors, geographies, and languages for six-weeks’ notice
- Manage workflow, budget, schedule, staffing, quality control, client liaison, reporting, and deliverable review
- Maintain annual work plans and rolling task assignments
- Plan assignments, coordinate teams, and deliver on time
- Manage contract governance and global operations
Requirements:
- Bachelor’s Degree or higher
- At least 5 years of contract management experience in an international development context
- At least 5 years of experience performing and overseeing multiple types of MEL services
- Relevant bachelor’s degree recommended
- Demonstrated comparable project-management experience
- PMP optional
- Experience with budget control, scheduling, staffing, risk tracking, stakeholder coordination, and reporting
- Accountability, organization, judgment, and timely escalation
- Ability to manage travel logistics, e-Country Clearance, and not-to-exceed travel/ODC controls
- Ability to track written COR approvals for scope expansion
- Ability to coordinate PII, accessibility, and language delivery requirements
- Named key personnel; prior COR approval required for substitution and qualified replacement within five business days
- English is the work/site language
- Availability between 9:00 a.m. and 5:30 p.m. ET, Monday through Friday, plus early mornings, evenings, and weekends during fieldwork as needed
