Job Description
Compliance Officer leading multi-state U.S. money transmitter licensing and AML/BSA programs. Supporting Mercuryo’s crypto and Web3 financial platform through regulator engagement and scalable compliance operations.
Responsibilities:
- Own and execute the multi-state U.S. Money Transmitter License strategy
- Coordinate internal and external stakeholders, policies, resources, and timelines for licensing
- Lead NMLS MU1/MU2 filings and state add-ons, including bonding, net worth/audited financials, policies, and state forms
- Manage deficiency responses, regulator questions, and examination readiness
- Run ongoing licensing operations, including renewals, amendments, reporting, agent/authorized delegate rosters, and key individual/control change notifications
- Coordinate CBC, fingerprinting, and credit requirements for required individuals
- Build and operate the AML/BSA program, including risk assessment, policies/procedures, KYC/KYB/CIP, sanctions, monitoring governance, SAR escalation/filing governance, training, independent testing, and recordkeeping
- Maintain an audit-ready evidence library and operational workflows for investigations and escalations
- Partner with Legal, Product, Marketing, Operations, Finance, Security, and Engineering to embed compliance into launches and operations
- Oversee compliance-related vendors, including KYC/screening/monitoring and payments partners, through due diligence and ongoing oversight
- Handle ad-hoc compliance needs
Requirements:
- 7+ years in payments/fintech compliance with hands-on U.S. MTL licensing (multi-state)
- Strong AML/BSA program ownership and operational execution experience
- Proven ability to lead cross-functional programs and produce regulator-ready documentation
- Strong judgment, strong writing, and execution discipline
- Experience with crypto / complex fund flows
- Experience collaborating with institutional partners
- Experience with surety bond management
- Experience with a multijurisdictional company, particularly EU, is an advantage
- Prior experience serving as, or closely partnering with, a BSA/AML Officer
- Management experience is a plus
