Job Description
Program and Capture Manager managing federal VHA projects and business development for Blue Water Thinking. Leading delivery teams, capture strategies, and compliant proposal responses.
Responsibilities:
- Manage a diverse portfolio of projects, ensuring alignment with organizational goals and objectives
- Oversee delivery teams, ensuring staff produce high-quality, timely, and on-budget deliverables
- Build relationships with VHA stakeholders to shape procurement requirements
- Lead capture plans, including identifying client challenges, competitor analysis, developing strategic and innovative solutions, and win theme development
- Lead proposal responses, ensuring submissions are compliant and compelling
- Stay current on the legislative and policy landscape, translating VA priorities and Hill activity into proactive capture strategies
Requirements:
- Master’s Degree
- PMP Certification
- Minimum 10 years of experience in program management
- Proven ability to manage project cost, schedule, and performance
- Excellent analytical, problem-solving, and decision-making skills
- Outstanding communication and interpersonal skills
- Experience with Department of Veterans Affairs or other federal healthcare agencies preferred
- Must be legally authorized to work in the United States without employer sponsorship, now or in the future
- Must be able to obtain and maintain the required federal public trust clearance
