Job Description
CSA Estimator managing cost estimates and commercial delivery for a major semiconductor manufacturing facility. Supporting Turner & Townsend’s global real estate and infrastructure consultancy.
Responsibilities:
- Prepare and present CSA cost estimates
- Perform quantity take-offs
- Independently manage commercial aspects of a commercial/industrial ground-up campus
- Advise clients on procurement and commercial strategies
- Manage vendor prequalification
- Assess proposals, bids, change orders, and bid levelling documents
- Make final recommendations to clients
- Attend and chair bid interviews
- Manage the appointment process
- Evaluate contractor and subcontractor tenders
- Prepare commercial recommendations
- Review, validate, and negotiate variations, change orders, and compensation events
- Provide side-by-side cost comparisons
- Review change orders and validate quantities, rates, and scopes against industry practices and contract documents
- Self-perform Class 3 estimates on selected submissions
- Manage, review, and present estimates of complex change orders
- Benchmark performance against successful commissions
- Assist with change management in a fast-track design and construction environment
- Use Bid Analysis Sheets, Change Control Forms, cost estimating software, and take-off software
- Provide commercial management support for specialist CSA
- Adhere to SOX control responsibilities where applicable
Requirements:
- Minimum 5 years of relevant experience in a Quantity Surveying and/or estimating role in the construction industry
- Strong knowledge of construction contracts
- RICS accredited or working towards it is valuable
- Experience supporting cost management on medium or large sized construction projects
- Construction consultancy experience strongly preferred
- Good knowledge of construction industry technical matters, including procurement routes, value management, and value engineering
- Strong communication skills
- Experience with industrial and/or heavy commercial structures
- Experience with projects valued at +$500m; +$2b preferred
- Familiarity with structural concrete/steel, civil, architectural, and clean room systems
- Proficiency with MS Suite, Bluebeam, digital cost management tools and/or estimating software
- BIM-based quantity extraction is a plus
- Knowledge of semiconductor facility infrastructure and construction methodologies is a plus
- Familiarity with RS Means
- RICS certification is a plus
- Ability to understand Class 2 estimates preferred
- Work authorization/location associated with the United States role
