Job Description
Technical Analyst supporting CGI Federal’s Defense Logistics Agency financial compliance and enterprise risk management. Analyzing controls, risks, audits, and remediation for auditable financial reporting.
Responsibilities:
- Support Enterprise Risk Management and internal controls efforts for the Defense Logistics Agency
- Advise and assist DLA in sustaining compliance for fully auditable financial statement reporting
- Analyze end-to-end DLA business policies and operational processes
- Provide accounting, risk assessment, and audit support
- Assess, document, and resolve Notices of Findings and Recommendations (NFRs)
- Analyze policies and procedures for personnel, acquisition, inventory, property, and material management
- Support the design and implementation of the ERM process for audit-related activities
- Review NFRs and work with stakeholders on remediation techniques
- Identify financial statement deficiencies and risks and perform root-cause analysis to develop recommendations
- Test business processes and system controls
- Assist with implementing management solutions, including developing training
- Apply knowledge of GAAP, GAGAS, OMB A-123, and FASAB
Requirements:
- Four year degree in accounting or business management related field from an accredited institution
- US citizenship is required
- Eight or more years of experience in one or more relevant areas, including Business Strategy, Transformational Change Management, Human Resources, Business Process Re-engineering, Project Management, Process Improvement, Property, Plant, and Equipment, Heritage Assets, Environmental Liabilities, Actuarial Sciences, Imputed Costs, or Data Analysis
- GAAP/GAGAS/ICOR experience
- Familiarity with DoD and DLA financial management policies and procedures
- Experience with Celonis
- Experience with large and complex organizations
- Familiarity with the Federal Government
- Experience analyzing and assessing large volumes of data
- Familiarity with deployment of solutions supporting strategic initiatives
- Experience with Oracle-based Enterprise Resource Planning systems
- Familiarity with development of reference guidance
- Familiarity with OUSD AT&L policies and requirements
- Familiarity with specified SFFAS standards and Technical Releases
- Familiarity with market-based appraisals
- Knowledge of valuation of long-lived assets, including alternative valuation methodologies
- Familiarity with accounting requirements for Environmental Liabilities
- Familiarity with DoD systems for tracking environmental liabilities
- Understanding of requirements for imputed cost
- Knowledge of DoD heritage assets
- Ability to successfully complete a background investigation
