Job Description

PFM and innovative finance lead strengthening education financing systems for OPM’s Pakistan education programme. Advising government stakeholders and delivering technical assistance to improve education outcomes.

Responsibilities:

  • Provide technical leadership and strategic advice on PFM, education financing and innovative financing approaches
  • Lead the design and delivery of technical assistance to strengthen education financing systems, including planning, budgeting, financial management and accountability
  • Support government stakeholders to identify and implement practical and sustainable financing reforms that improve education outcomes
  • Explore and support innovative financing mechanisms to address financing gaps and strengthen resource mobilisation for education
  • Build and maintain effective relationships with government, development partners, finance institutions and other relevant stakeholders
  • Ensure PFM and financing interventions are evidence-informed, contextually appropriate and aligned with government priorities
  • Contribute to programme strategy, work planning, research, learning and adaptive management within the PFM and innovative finance workstream
  • Provide technical inputs to programme reporting, policy dialogue and knowledge products

Requirements:

  • Advanced degree in public financial management, economics, finance, public policy, development studies or a related field
  • Extensive professional experience and demonstrated expertise in PFM, education financing and/or innovative finance
  • Relevant academic qualifications, research and learning products
  • Proven track record of successfully delivering complex programmes or technical assistance in PFM and/or innovative financing
  • Strong understanding of public sector financing systems and reform, preferably with experience in the education sector
  • Demonstrated ability to engage effectively with government and other stakeholders at strategic and technical levels
  • Strong analytical, communication and influencing skills
  • Ability to translate technical issues into practical policy and financing solutions
  • Experience working in Pakistan or similar developing-country contexts is highly desirable
