Job Description

Senior procurement transformation leader guiding a citywide initiative for BVA Bears IT Solutions. Providing CPO-level strategy, governance design, benchmarking, and executive deliverables.

Responsibilities:

  • Guide all phases of the City’s Procurement Transformation Initiative
  • Provide CPO-level expertise, strategic direction, governance design, and executive decision support
  • Lead the Current State Assessment, Benchmarking, Future State Model, Transformation Roadmap, and Final Executive Deliverables
  • Ensure alignment with RFP requirements for senior procurement leadership
  • Facilitate cross-departmental engagement and provide high-level advisory input on procurement modernization
  • Advise on centralized operating models, organizational design, and policy/structural recommendations
  • Collaborate with the Project Delivery & Compliance Manager, Senior Data/Financial & Benchmarking Analyst, Lead Deliverables Writer & Communications Specialist, and City stakeholders
  • Ensure deliverables meet requirements for quality, clarity, rigor, and compliance
  • Supervise benchmarking and integrate best practices
  • Develop future-state models, governance frameworks, and transformation roadmaps
  • Support presentations, clarifications, and City evaluation processes
  • Maintain compliance, documentation, and PSSOP alignment

Requirements:

  • Former Chief Procurement Officer (CPO), Deputy CPO, or senior procurement executive experience
  • Expertise in procurement transformation, centralized operating model design, strategic sourcing, and governance structures
  • Experience with complex or decentralized organizations, preferably municipal/public sector
  • Strong communication, facilitation, and executive advisory skills
  • Ability to guide cross-functional teams through assessment, design, and roadmap phases
  • Executive leadership and strategic advisory experience
  • Procurement operating model and governance design experience
  • Stakeholder engagement and decision facilitation experience
  • Assessment and benchmark interpretation experience
  • Roadmap and future-state planning experience
  • Executive communication and presentation skills
  • Compliance and documentation discipline
  • Judgment, strategic thinking, and executive influence
  • U.S. citizenship required; proof of citizenship must be provided before employment
  • Non-citizens, including lawful permanent residents, are not eligible
