Job Description
Senior HCM BI Developer building Oracle Fusion Cloud HCM dashboards, reports, and predictive analytics for federal agencies. Supporting compliance, workforce insights, and modernization delivery at CACI.
Responsibilities:
- Design, develop, and maintain enterprise analytics, dashboards, and reporting solutions for an Oracle Fusion Cloud HCM modernization initiative
- Develop OTBI analyses and dashboards for real-time workforce metrics
- Build BIP reports and templates supporting EHRI submissions, GHRR compliance, SF-113 statistics, and agency-specific HR reporting
- Create OAC dashboards with predictive analytics, trend analysis, and cross-agency workforce comparisons
- Configure HCM Extracts for analytics pipelines, data warehouse feeds, and external system integrations
- Produce organizational chart visualizations and workforce exploration tools
- Build ad hoc and self-service reporting capabilities
- Develop DEIA, MD-715, FEVS, and accountability framework compliance reporting
- Ensure Section 508/WCAG 2.1 AA accessibility across analytics products
- Design governed OTBI/OAC semantic layers for consistent HR metric definitions
- Collaborate with functional teams and government partners to translate requirements into technical specifications
- Support agency onboarding through tailored reporting templates, historical data migration, and analytics training
- Serve as technical authority, establishing best practices, standards, and technical oversight
- Mentor cross-functional team members, drive innovation, and influence program-level solution decisions
- Travel up to 10%
Requirements:
- Ability to obtain/maintain Public Trust clearance
- U.S. Citizenship required
- Bachelor’s degree and 10+ years of relevant experience; additional experience may substitute for degree
- 10+ years in BI development, analytics, or enterprise reporting
- 8+ years of experience with Oracle OTBI, BIP, or comparable BI tools such as Tableau, Power BI, or SAP BO
- Proficiency in SQL, including analytical queries on large-scale HR/HCM data models
- Experience creating interactive dashboards with drill-down, parameters, and dynamic visualizations
- Knowledge of HR/workforce analytics, including headcount, attrition, time-to-fill, span of control, and workforce planning
- Experience developing Section 508/WCAG-compliant visualizations and reports
- Familiarity with Agile/SAFe methods
- Oracle Fusion HCM analytics experience preferred
- Oracle Analytics Cloud or BI Publisher certification desired
- Experience with federal HR analytics, including EHRI, GHRR, HCAAF, DEIA, and FEVS desired
- Experience with Oracle Fusion HCM data model and OTBI subject areas desired
- Experience with predictive analytics using Python, R, or OAC ML desired
- Experience with HCM Extract for bulk data transfer desired
- Experience with Oracle Cloud technologies such as OIC and OCI in HCM/ERP environments desired
