Job Description
Federal Contracts & Compliance Manager overseeing GSA Schedule management and federal contract compliance. Handling regulatory advice, legal support, and compliance governance in a dynamic environment.
Responsibilities:
- The Federal Contracts & Compliance Manager will own and manage federal contract administration and regulatory compliance, including GSA Schedule management, FAR/GSAM interpretation, protests, audits, and contractual risk advisory.
- Serve as owner of the organization’s GSA Multiple Award Schedule (MAS) contract(s).
- Manage and oversee: Contract modifications (pricing, SINs, terms)
- Option renewals and mass modifications
- Schedule scope determinations and ordering guidance
- Ensure compliance with GSA sales reporting, IFF, disclosures, and administrative requirements.
- Support Contractor Assessment Visits (IOAs), audits, and contracting officer inquiries.
- Interpret and apply: FAR GSAM Applicable agency acquisition supplements.
- Advise leadership and program teams on: Contract rights and obligations Regulatory risk Compliance posture.
- Develop and maintain internal compliance guidance, policies, and templates.
- Provide internal legal and procedural support for: Agency-level protests GAO bid protests Corrective action engagements.
- Assist with drafting, coordinating, and reviewing: Protest filings and supplemental submissions Agency responses and correspondence Status reports and declarations.
- Support contract claims, disputes, and interpretation matters under the Contract Disputes Act (CDA), including REAs.
- Serve as the internal point of contact and coordinator for outside counsel.
- Advise on: Organizational Conflicts of Interest (OCI) Procurement integrity issues Certifications and representations.
- Support internal inquiries, disclosures, and corrective actions related to compliance issues.
- Review solicitations for contractual and regulatory compliance. Ensure proposed approaches align with: GSA Schedule scope FAR/GSAM requirements. Support debrief analysis and protest risk assessments.
Requirements:
- Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field
- 6+ years of experience supporting federal contracts, compliance, or government procurement
- Demonstrated experience with: GSA Multiple Award Schedule (MAS) administration
- Contract modifications, renewals, and CO engagement
- Working knowledge of: FAR and GSAM
- Federal acquisition processes and task‑order contracting
- Experience supporting one or more of the following: Agency‑level or GAO bid protests
- Contract audits (e.g., GSA IOA, OIG)
- Claims, REAs, or CDA‑related matters
- Strong written and analytical skills, including the ability to draft and review compliance and protest‑related documentation
- Ability to coordinate with internal stakeholders and outside legal counsel.
