Job Description

Federal Contracts & Compliance Manager overseeing GSA Schedule management and federal contract compliance. Handling regulatory advice, legal support, and compliance governance in a dynamic environment.

Responsibilities:

  • The Federal Contracts & Compliance Manager will own and manage federal contract administration and regulatory compliance, including GSA Schedule management, FAR/GSAM interpretation, protests, audits, and contractual risk advisory.
  • Serve as owner of the organization’s GSA Multiple Award Schedule (MAS) contract(s).
  • Manage and oversee: Contract modifications (pricing, SINs, terms)
  • Option renewals and mass modifications
  • Schedule scope determinations and ordering guidance
  • Ensure compliance with GSA sales reporting, IFF, disclosures, and administrative requirements.
  • Support Contractor Assessment Visits (IOAs), audits, and contracting officer inquiries.
  • Interpret and apply: FAR GSAM Applicable agency acquisition supplements.
  • Advise leadership and program teams on: Contract rights and obligations Regulatory risk Compliance posture.
  • Develop and maintain internal compliance guidance, policies, and templates.
  • Provide internal legal and procedural support for: Agency-level protests GAO bid protests Corrective action engagements.
  • Assist with drafting, coordinating, and reviewing: Protest filings and supplemental submissions Agency responses and correspondence Status reports and declarations.
  • Support contract claims, disputes, and interpretation matters under the Contract Disputes Act (CDA), including REAs.
  • Serve as the internal point of contact and coordinator for outside counsel.
  • Advise on: Organizational Conflicts of Interest (OCI) Procurement integrity issues Certifications and representations.
  • Support internal inquiries, disclosures, and corrective actions related to compliance issues.
  • Review solicitations for contractual and regulatory compliance. Ensure proposed approaches align with: GSA Schedule scope FAR/GSAM requirements. Support debrief analysis and protest risk assessments.

Requirements:

  • Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field
  • 6+ years of experience supporting federal contracts, compliance, or government procurement
  • Demonstrated experience with: GSA Multiple Award Schedule (MAS) administration
  • Contract modifications, renewals, and CO engagement
  • Working knowledge of: FAR and GSAM
  • Federal acquisition processes and task‑order contracting
  • Experience supporting one or more of the following: Agency‑level or GAO bid protests
  • Contract audits (e.g., GSA IOA, OIG)
  • Claims, REAs, or CDA‑related matters
  • Strong written and analytical skills, including the ability to draft and review compliance and protest‑related documentation
  • Ability to coordinate with internal stakeholders and outside legal counsel.
