Job Description

Technical Assistance Lead guiding evidence-informed education reform and teaching support for OPM’s GOAL programme in Pakistan. Advising government stakeholders across Punjab, Khyber Pakhtunkhwa and Sindh.

Responsibilities:

  • Lead the design and delivery of high-quality technical assistance across the programme’s priority education outcomes, with a particular focus on teaching and learning
  • Provide technical leadership and advisory support to government counterparts and other stakeholders at strategic/policy and service-delivery levels
  • Support the development and implementation of education reforms and practical solutions, including approaches involving PPPs and government outsourcing where relevant
  • Build and maintain effective working relationships with government, academic institutions, civil society and development partners across Punjab, Khyber Pakhtunkhwa and Sindh
  • Ensure technical assistance is evidence-informed, contextually appropriate and responsive to local priorities, drawing on research and adaptive learning
  • Coordinate and provide technical guidance to programme specialists and short-term advisers, ensuring consistency and quality across technical inputs
  • Contribute to programme strategy, work planning, monitoring and learning, ensuring technical delivery remains aligned with programme objectives and emerging evidence
  • Represent the programme in relevant technical forums, policy discussions and stakeholder engagements, as required

Requirements:

  • At least 7 years of relevant education advisory experience, including strong expertise in teaching and learning
  • Demonstrable technical expertise in key areas of the programme’s priority outcomes
  • Experience with public-private partnerships (PPPs) and/or government outsourcing models
  • Proven ability to work collaboratively with government stakeholders at policy, strategic and service-delivery levels
  • Strong influencing and relationship-building skills
  • Strong local knowledge and networks in Punjab, Khyber Pakhtunkhwa and Sindh
  • Relationships with academic institutions, civil society and development partners
  • Experience engaging with research, evidence and adaptive learning to inform programme delivery
  • Fluency in Punjabi and/or Pashto is desirable
