Job Description

Utilities Manager leading recapture, billing, submetering, and vendor contracts for Havenpark Communities. Supporting 100+ U.S. manufactured home communities through compliance, reporting, and utility budgeting.

Responsibilities:

  • Own recapture performance end to end: minimum 90% on water, sewer, and stormwater, and 100% on trash, where costs are billable to residents
  • Lead a team of analysts, set priorities, and hold them accountable
  • Conduct rate analysis, billback launches, submetering, and vendor contract work
  • Work with accounting, legal, community managers, outside vendors, and residents
  • Assign every community a named owner for recapture performance
  • Run monthly performance reviews against 90%/100% targets and track misses to owners and dates
  • Review analyst work, rate analyses, and billback recommendations before leadership review
  • Coach analysts on rate analysis and state compliance
  • Investigate recapture misses and document root causes
  • Maintain the billback opportunity pipeline from rate analysis through first bill
  • Flag over-recapture and under-recapture and prepare executive rollups for P&L calls
  • Manage rate table changes and new billback launches in the billing platform
  • Review high- and low-read exceptions
  • Audit provider invoices against resident billing
  • Oversee submetering installation pipelines across properties and vendors
  • Maintain the master submetering contracts tracker
  • Negotiate and manage waste hauler, cable, and internet agreements
  • Route agreements through legal and track renewals
  • Maintain the rate notice compliance tracker across operating states
  • Ensure compliance with notice timelines and content
  • Build annual utility budgets from trailing actuals, provider rate schedules, and contract terms
  • Support the broader budget cycle with utility trend analysis

Requirements:

  • 4+ years in utility management, property operations, or revenue or financial analysis
  • Real people management experience, including setting expectations, reviewing work, and addressing performance issues
  • Advanced Excel skills and comfort working with large GL exports
  • Working knowledge of multi-state utility pass-through regulation, or ability to build it quickly
  • Strong vendor negotiation skills
  • Clear written communication skills for resident notices, regulator responses, and executive summaries
  • Experience with utility billing platforms such as ManageAmerica or Conservice (nice to have)
  • Experience running multiple recurring cycles such as reporting, notices, and renewals without errors (nice to have)
