Job Description
Analyzing, preparing, and managing contracts while ensuring compliance with legal and internal policies. Collaborating on legal processes and contractual negotiations.
Responsibilities:
- Analyze and propose adjustments to basic project documents and terms of reference for the procurement of goods, works, or services, in coordination with requesting units
- Draft notices and supporting documents for public procurement procedures (bidding notices, annexes), except the term of reference, and manage the registration/publication of procurement processes
- Formally prepare procurement files, including bids, exemptions, declarations of non-applicability, and adherence to price registration agreements
- Conduct electronic quotations and support market research to obtain the best proposals for contracting services or goods
- Advise on the definition and standardization of procedures and workflows for direct procurements and public tenders within ANS
- Together with GECOL, plan, guide, and supervise activities related to the acquisition of goods/services, preparation of contracts, agreements, adjustments, and the mandatory publication of acts.
Requirements:
- Mid-level (‘Pleno’) position, with a minimum of 5 (five) years of proven experience in the field of study and postgraduate qualification in the field of study or in the specific area related to the contract subject, both with a minimum course load of 360 hours
- Education: University degree in the relevant field, with a diploma or certificate issued by a higher education institution recognized by the Ministry of Education for at least 5 (five) years
- Requirements:
- Knowledge of official administrative writing standards
- Understanding of organizational structure
- Proficiency with Microsoft Office 365 and the Windows operating system
- Knowledge of Internet and Intranet usage
- Knowledge of the legislation governing Public Administration, especially regarding:
- (i) Management of Public Revenue and Expenditure;
- (ii) Public Procurement and Administrative Contracts;
- (iii) Federal Administrative Procedure;
- (iv) Public Finance;
- (v) Electronic Information System (SEI!).
