Job Description
Analyst ensuring legal compliance in contract management. Collaborating with stakeholders to mitigate risks in procurement at Wyntech.
Responsibilities:
- Analyze and propose adjustments to basic project documents and terms of reference for the procurement of goods, works, or services, in collaboration with the requesting units
- Draft call-for-bids documents (bidding notices and annexes) for procurement procedures, except for the terms of reference, and manage the registration/publication of bidding processes
- Formally prepare and support procurement processes, including public tenders, procurement dispensations, non-competitive procurements (inexigibilities), and adhesions to price registration records
- Conduct electronic price quotations and support market research to obtain the best proposals for contracting services or goods
- Advise on the definition and standardization of procedures and workflows for direct contracting and public tenders within ANS
- In conjunction with GECOL, plan, guide, and supervise acquisition activities for goods and services, the drafting of contracts, agreements, and adjustments, as well as the mandatory publication of related acts
Requirements:
- Mid-level position with a minimum of 5 (five) years of proven experience in the field of study, and postgraduate qualification in the field of study or in the specific area related to the item to be contracted; both postgraduate programs must have a minimum workload of 360 hours
- Education: University degree (Bachelor's) completed in the relevant area, with diploma or certificate issued by a higher education institution recognized by the Ministry of Education, completed at least 5 (five) years ago
- Knowledge of official government writing standards
- Knowledge of organizational structures
- Proficiency with Microsoft Office 365 and the Windows operating system
- Knowledge of Internet and Intranet environments
- Knowledge of the legislation governing the Public Administration, especially regarding:
- (i) Management of Public Revenue and Expenditure;
- (ii) Public Procurement (Bidding) and Administrative Contracts;
- (iii) Federal Administrative Procedure;
- (iv) Public Finance;
- (v) Electronic Information System (SEI)
