Job Description
JPC Department Manager overseeing Joint Pole Committee services for Circet USA’s wireless infrastructure projects. Managing field production, billing, customer reporting, denials, and department personnel.
Responsibilities:
- Manage day-to-day JPC services within the Wireless SoCal department
- Lead department personnel and provide subject-matter guidance
- Monitor Field Inspector production, output, quality levels, and performance data
- Track and report monthly production and completion volumes for applicable milestones and service activities
- Track JPA/JPC requirements, metrics, documentation, and customer-specific activities
- Prepare, review, and submit customer deliverables, reports, trackers, supporting documentation, and milestone records
- Manage Form 44 billing activities, including validation of documentation, milestone completion, and billing readiness
- Support the JPC Director and Customer Representatives with program execution, reporting, issue resolution, escalations, and special requests
- Manage JPA denials and documentation for contested, disputed, or conflicting transactions
- Attend or represent the Customer at applicable JPC meetings
- Maintain accurate department records and document JPA/JPC activities in customer and internal systems
- Coordinate with field personnel, project teams, utilities, Joint Pole Associations/Committees, and customer stakeholders
- Prioritize workloads, coach personnel, and provide performance support
- Identify operational risks, process gaps, and opportunities to improve quality, efficiency, reporting, and customer service
- Adhere to occupational safety regulations, industry standards, and Circet USA safety programs
- Participate in job site safety and hazard analysis
Requirements:
- Bachelor’s degree in Business Administration, Project Management, Telecommunications, Engineering, Construction Management, or a related field; or a minimum of five (5) years of relevant industry experience in lieu of a degree
- Relevant experience should include Joint Pole Association (JPA), Joint Pole Committee (JPC), utility, pole attachment, wireless telecommunications, or related infrastructure programs
- A minimum of two years of project management, team leadership, or supervisory experience is preferred
- Working knowledge of JPA/JPC processes, pole attachment requirements, utility coordination, field inspection activities, milestone tracking, denials, contested transactions, and supporting documentation
- Experience managing field personnel, vendors, subcontractors, or multi-functional project teams and holding resources accountable for productivity, quality, schedule, and customer requirements
- Ability to interpret contracts, customer requirements, utility/JPA documentation, billing requirements, technical records, and related project documentation
- Experience preparing customer deliverables, production reports, performance metrics, milestone tracking, and documentation used to support billing and program reporting
- Ability to manage and interface with customers, utilities, Joint Pole Associations/Committees, field personnel, project teams, and other internal and external stakeholders
- Successful project and process-management experience, including identifying workflow gaps, resolving issues, managing competing priorities, and improving operational efficiency
- Ability to forecast workload, monitor production and quality, manage program performance, and support financially successful projects in accordance with contractual requirements
- Strong written and verbal communication skills with the ability to prepare clear documentation, lead meetings, present status and issues, and professionally represent the Customer when required
- Proficiency with Microsoft Office applications and ability to learn and effectively use customer and internal project-management, tracking, and reporting systems
