Job Description
Budget Execution Analyst supporting NOAA’s National Ocean Service with federal budget execution and grant tracking. Transforming financial-system data into reports, spreadsheets, and presentations.
Responsibilities:
- Provide budget planning and budget execution support for NOAA/NOS
- Create and maintain spreadsheets, tools, forms, templates, instructions, process documents, and presentation slides
- Support monthly and quarterly reports and meetings
- Work with branches to ensure financial processes are understood and implemented correctly
- Analyze data to identify trends, forecast budget issues, and plan and take corrective actions
- Track NOS grants through planning, clearance, funding, and execution
- Provide financial management analyses, assessments, and recommendations
- Provide budget execution support to a NOS Financial Management Center or Headquarters
- Pull reports from NOAA financial systems, including Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS)
- Summarize quantitative data for commitment, obligation, contract status, and payment reports
- Create and monitor monthly and annual obligation plans
- Track funds transferred from other NOAA or NOS Financial Management Centers
- Apply accounting codes and governing business rules
- Process documentation for financial corrections
- Conduct variance analysis and justify variances to FMC leadership and NOAA headquarters
- Transform accounting system data into Excel spreadsheets and PowerPoint presentations
- Respond to data calls from FMCs, NOS or NWS Headquarters, NOAA Headquarters, the Department of Commerce, OMB, and/or Congress
- Enter data into the Financial Management Data System as requested
Requirements:
- Bachelor’s Degree plus 5 years' experience in federal budgeting or related industries (e.g., finance, budgeting, accounting or other highly quantitative field)
- Four years of relevant experience may be used as a substitute for a Bachelor's Degree
- A Master’s Degree may be used as a substitute for 2 years of experience
- A PhD may be used as a substitute for 4 years of experience
- Ability to transform data and findings into concise, user-friendly spreadsheets and PowerPoint presentations
- Excellent oral presentation skills with the ability to brief findings and materials to management
- Ability to communicate effectively in groups of senior leaders
- Ability to anticipate management’s questions and meet their needs proactively
- Ability to sift through large amounts of data and reports to find answers in a timely manner
- Strong interpersonal and customer service skills
- Ability to meet assigned deadlines and ask for help when needed
- Experience with the NOAA accounting system is a plus
- Experience with government financial systems and terminology is preferred
- Passion for the NOAA mission is a plus
