Job Description
Domestic Violence Housing Coordinator coordinating safe housing referrals and placements for survivors. Supporting ICF’s government and nonprofit clients through trauma-informed Coordinated Entry operations.
Responsibilities:
- Coordinate Coordinated Entry System processes for housing identification, matching, referral, application, and placement for survivors of domestic violence and related forms of violence
- Maintain knowledge of emergency, transitional, rapid rehousing, permanent supportive housing, affordable housing, rental assistance, and mainstream resources
- Match eligible households to housing opportunities based on program requirements, survivor preferences, safety considerations, household composition, accessibility needs, geographic needs, and available resources
- Provide housing navigation and application support, including documentation, landlord communications, eligibility verification, and move-in activities
- Monitor referrals and housing applications through placement and address delays, barriers, and coordination gaps
- Coordinate warm handoffs to victim services, legal assistance, benefits, behavioral health services, childcare, transportation, and other community resources
- Work with housing providers to resolve eligibility, documentation, referral acceptance, reasonable accommodation, and placement timeline concerns
- Identify and resolve system- and program-level barriers to housing access and stability
- Integrate survivor-defined safety considerations into searches, referrals, communications, case conferences, and placements
- Protect personally identifying and location information and maintain secure communication practices
- Maintain accurate protected records and use approved databases to monitor referral and housing-placement indicators
- Support quality assurance reviews without revealing survivor identities or confidential locations
- Recommend operational changes to improve safety, equitable access, referral efficiency, housing choice, and placement outcomes
- Analyze de-identified or aggregate information to identify disparities, barriers, service gaps, and improvement opportunities
- Develop operational guides, referral tools, training materials, FAQs, and other survivor housing coordination resources
- Translate housing, Coordinated Entry, confidentiality, and program requirements into clear procedures
- Provide coaching and technical assistance on safe referrals, information sharing, housing matching, and survivor-centered engagement
- Immediately elevate safety or confidentiality concerns through established protocols
- Ensure Coordinated Entry participation does not delay or condition access to emergency shelter, crisis intervention, hotline assistance, or immediate safety services
Requirements:
- Bachelor’s degree in Human Services, Public Policy and Administration, Social Work or Welfare, or another clinical or health-related field; equivalent experience may be considered
- Master’s degree preferred
- Minimum two years directly related experience with Continuum of Care and HUD Coordinated Entry programs
- Understanding of the Continuum of Care program and HUD Coordinated Entry requirements, including the CoC Program interim rule and HUD Notice CPD-17-01
- Familiarity with housing protections and confidentiality requirements associated with the Violence Against Women Act and other applicable federal requirements
- Experience facilitating survivor-centered case conferencing or multidisciplinary housing coordination, including trauma-aware practices and destigmatizing engagement strategies
- Experience managing multi-agency initiatives and stakeholder partnerships
- Experience with data management systems, victim services provider comparable databases, and IT privacy and security standards
- Strong project management, facilitation, problem-solving, and organizational skills
- Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment while meeting stringent deadlines
- Experience with landlord engagement, housing search, rental assistance, lease-up, or move-in coordination
- Knowledge of fair housing, reasonable accommodation, language access, and housing protections available to survivors
- Experience supporting individuals and families from diverse racial, cultural, linguistic, disability, gender-identity, and socioeconomic backgrounds
- Experience developing Coordinated Entry policies, procedures, and quality assurance frameworks
