Job Description
Lead Proposal Writer specializing in federal government proposals for IT services. Overseeing proposal development efforts from capture through submission in a collaborative environment.
Responsibilities:
- Lead the proposal effort from solicitation review through final submission
- Develop proposal schedules, compliance matrices, outlines, and content plans
- Manage internal and external contributors to ensure deadlines and quality standards are met
- Serve as the central point of accountability for proposal execution
- Write and edit technical, management, and past performance volumes
- Translate complex IT and cybersecurity concepts into clear, persuasive proposal language
- Ensure all responses are compliant with solicitation instructions and evaluation criteria
- Integrate inputs from SMEs, engineers, and partners into cohesive narratives
- Conduct solutioning sessions and interviews with technical SMEs and engineers
- Extract and shape technical content into evaluation-ready proposal language
- Work closely with leadership to align proposals with company strategy and win themes
- Perform compliance checks, color reviews, and final quality reviews
- Ensure consistency in tone, messaging, and formatting across all volumes
- Validate traceability to Section L/M (or equivalent) requirements
Requirements:
- 5+ years of experience writing and managing federal government proposals
- Demonstrated success supporting or leading winning proposals
- Background in IT services proposals, such as: Cybersecurity, IT modernization, Cloud services, Systems engineering, Compliance frameworks (e.g., NIST, RMF, CMMC, Zero Trust)
- Experience responding to RFPs, RFIs, Sources Sought, and Task Orders
- Proven ability to work directly with technical SMEs and engineers
- Excellent written, verbal, and organizational skills
- Strong understanding of federal procurement processes and compliance requirements
