Job Description

Lead Proposal Writer specializing in federal government proposals for IT services. Overseeing proposal development efforts from capture through submission in a collaborative environment.

Responsibilities:

  • Lead the proposal effort from solicitation review through final submission
  • Develop proposal schedules, compliance matrices, outlines, and content plans
  • Manage internal and external contributors to ensure deadlines and quality standards are met
  • Serve as the central point of accountability for proposal execution
  • Write and edit technical, management, and past performance volumes
  • Translate complex IT and cybersecurity concepts into clear, persuasive proposal language
  • Ensure all responses are compliant with solicitation instructions and evaluation criteria
  • Integrate inputs from SMEs, engineers, and partners into cohesive narratives
  • Conduct solutioning sessions and interviews with technical SMEs and engineers
  • Extract and shape technical content into evaluation-ready proposal language
  • Work closely with leadership to align proposals with company strategy and win themes
  • Perform compliance checks, color reviews, and final quality reviews
  • Ensure consistency in tone, messaging, and formatting across all volumes
  • Validate traceability to Section L/M (or equivalent) requirements

Requirements:

  • 5+ years of experience writing and managing federal government proposals
  • Demonstrated success supporting or leading winning proposals
  • Background in IT services proposals, such as: Cybersecurity, IT modernization, Cloud services, Systems engineering, Compliance frameworks (e.g., NIST, RMF, CMMC, Zero Trust)
  • Experience responding to RFPs, RFIs, Sources Sought, and Task Orders
  • Proven ability to work directly with technical SMEs and engineers
  • Excellent written, verbal, and organizational skills
  • Strong understanding of federal procurement processes and compliance requirements
