Job Description

Project Manager leading secure Agile software delivery, modernization, and maintenance for Xcelerate Solutions’ federal IT clients. Managing SDLC teams, compliance, risks, stakeholders, and delivery milestones.

Responsibilities:

  • Lead cross-functional Agile software development teams in delivering, modernizing, and maintaining secure enterprise software applications
  • Serve as the primary point of contact for project execution
  • Define project scope, goals, milestones, and deliverables with senior management and stakeholders
  • Develop and manage project schedules, work breakdown structures, and resource allocation plans
  • Facilitate Daily Stand-ups, Sprint Planning, Backlog Grooming, and Sprint Retrospectives, acting as or supporting Scrum Master
  • Monitor project performance using velocity, burn-down charts, and cumulative flow metrics
  • Liaise between technical development teams, business partners, and client leadership
  • Provide status reports, executive dashboards, and performance metrics
  • Manage client expectations and facilitate change management
  • Identify, assess, track, and mitigate project risks, technical dependencies, and operational blockers
  • Ensure deliverables comply with Section 508, OPSEC, cybersecurity, and authorization requirements
  • Collaborate with DevSecOps and security teams
  • Lead, mentor, and motivate full-stack developers, business analysts, and QA engineers
  • Manage resource constraints and resolve conflicts or technical bottlenecks

Requirements:

  • Bachelor’s degree in Project Management, Business Administration, Computer Science, Information Technology, or a related field; equivalent professional experience may be considered
  • Minimum 7+ years of professional project management experience
  • At least 5+ years managing complex software development projects (SDLC)
  • Experience managing projects within a secure, federal, or defense-oriented IT ecosystem
  • Experience leading Agile/Scrum teams and managing product backlogs
  • Proficiency with Jira, Confluence, Microsoft Project, or Azure DevOps
  • Understanding of cloud environments, microservices, and DevSecOps pipelines
  • Exceptional written and verbal communication skills
  • Strong negotiation, conflict resolution, and problem-solving capabilities
  • Ability to prioritize tasks and work under tight deadlines
  • PMP certification required
  • PMI-ACP, CSM, or PSM highly preferred
  • SAFe POPM or SSM highly preferred
  • U.S. citizenship required
  • Public Trust or favorably adjudicated Secret Clearance required to start
  • Must adhere to government cybersecurity policies, OPSEC requirements, and system access regulations
