Job Description

Senior QA lead validating a Florida government decision-intelligence platform for spending anomalies and fraud risks. Owning data quality, pipelines, UAT, performance, and government acceptance evidence.

Responsibilities:

  • Build and maintain the master integrated verification matrix across all 15 sequential project deliverables
  • Validate data completeness of at least 98% and cross-system correlation accuracy of at least 95%
  • Test and audit enterprise business rules to verify at least 95% rule-output accuracy and no more than 5% false positives
  • Validate end-to-end data pipelines, including automated ingestion, SCD2 versioning, and ledger reconciliation, with zero critical errors
  • Lead and coordinate UAT scripts, test cases, and onboarding execution logs with OCIG staff and agency Inspector General participants
  • Prepare, version-control, and package test datasets, logs, scripts, and configuration details for independent state validation teams
  • Test and document performance metrics, including dashboard loads under 5 seconds, query responses under 2 seconds, and pipeline execution within 2 hours
  • Manage the defect lifecycle, perform regression testing, and retest corrected defects
  • Audit documentation, rule libraries, and data dictionaries for third-party reproducibility

Requirements:

  • 8+ years of dedicated experience in software QA, data testing, data quality engineering, or technical systems validation
  • Proven history designing testing frameworks, user validation parameters, or QA metrics within local, state, military, or federal government IT programs
  • Extensive experience testing enterprise ETL/ELT pipelines, raw-to-curated storage layers, and source-to-target data reconciliations
  • Strong background in record-count verification, control-total testing, schema evolution validation, and profiling multi-source transactional ledger records
  • Advanced SQL proficiency for data exploration
  • Hands-on API integration testing experience
  • Experience with regression testing, requirements-to-test traceability mapping, and quantitative performance/stress testing
  • Experience writing structured test scripts and maintaining isolated, version-controlled test datasets
  • Expert-level structural defect management, metrics tracking, and reproducibility evidence packaging
  • Must be a U.S.-based citizen or resident
  • Must successfully clear an FDLE Level II background screening, including fingerprinting, within 5 business days of contract award
  • Preferred: automated data quality testing and pipeline validation in Azure Databricks or Azure Data Lake Storage Gen2
  • Preferred: Python/PyTest, Great Expectations, Deequ, or comparable automated testing tools
  • Preferred: Microsoft Power BI dashboards, semantic data models, and reporting layout validation
  • Preferred: Government IV&V/ITV processes or external agency financial audits
  • Preferred: Section 508 accessibility compliance testing
  • Preferred: complex analytical models, machine-learning outliers, or hybrid rules-plus-ML detection architectures
  • Resume must explicitly document government customer, quantitative performance metrics, system scale and complexity, personal contribution, deployment and acceptance status, and quantifiable quality results
