Job Description
Senior Contracts Principal managing complex government contracts and proposals for SAIC, a defense and technology mission integrator. Advising programs, negotiating agreements, and mitigating contractual and financial risk.
Responsibilities:
- Manage contracts and proposals in support of SAIC's Army Navy Business Group
- Prepare, negotiate, accept, and manage government contracts in accordance with company policies, legal requirements, and customer specifications
- Partner with business development and government customers to shape, influence, and navigate complex regulatory environments, including FFP EO and RFO frameworks
- Synthesize complex legal and contractual topics and resolve highly complex issues through creative solutions and negotiating strategies
- Evaluate proposal changes, brief program teams on contractual baselines, and deliver risk analyses to leadership
- Review contractual documents for adherence to company policy, government specifications, requirements, and master agreements
- Advise program management on contractual rights and obligations and interpret terms and conditions
- Represent the organization as a prime contact on contracts or projects
- Coordinate with senior internal and external personnel across organizations
- Develop innovative solutions to complex problems consistent with organizational objectives
- Support commercial work and complex Firm Fixed Price defined delivery efforts
- Prepare, negotiate, and administer Cost Reimbursable, Time and Materials, Firm Fixed Price, and multiple Task Order contracts
- Prepare, negotiate, and administer teaming agreements and proprietary information agreements
- Collect and submit data for regulatory reporting
- Develop and manage OCI Plans
- Mentor contract team members
Requirements:
- Bachelor's degree in Business Administration or a related business discipline and fifteen (15) years or more of related experience; or Master's degree and thirteen (13) years or more of experience; or PhD or JD and ten (10) years or more of experience
- Additional years of experience may be substituted in lieu of degree
- No clearance required to start; ability to obtain a Secret clearance required to maintain employment
- US citizenship required
- Cost proposal development experience
- Experience with CPFF, CPAF, CPIF, FFP, T&M, and commercial contracts
- Experience with OTAs, CSOs, BPAs, etc.
- Thorough understanding and wide application of principles, concepts, practices, and standards in contract administration
- Full knowledge of industry practices
- Expert knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including RFO, FAR, DFARS, TINA, and CAS
- Effective administrative and organizational skills
- Effective communication skills
- Effective critical thinking skills and ability to assimilate
