Job Description
Capture Manager leading federal government technology contract pursuits for Ad Hoc. Coordinating teams, customer strategy, competitive positioning, and proposal transitions.
Responsibilities:
- Manage capture activities for assigned federal opportunities from qualification through transition to proposal
- Develop and maintain capture plans using established capture processes and Shipley Capture Management best practices
- Coordinate cross-functional pursuit teams and keep activities, assignments, milestones, and deliverables on track
- Provide regular updates to Growth and Business Unit leadership on capture progress, risks, blockers, competitive positioning, and support needed
- Work with account and Growth teams to understand customer missions, priorities, acquisition strategies, and procurement timelines
- Support customer and industry engagement planning, including call plans and customer intelligence collection
- Conduct competitive research and support competitive assessments, win themes, differentiators, and overall positioning
- Collaborate with subject matter experts, solution architects, delivery leaders, and stakeholders to develop customer-focused solutions
- Identify and evaluate potential teaming partners and coordinate teaming activities
- Support responses to RFIs, RFPs, RFQs, and other federal procurement activities
- Participate in gate reviews and contribute to technical, management, staffing, pricing, and pursuit strategy
- Coordinate capture activities with proposal management for transition into proposal development
- Partner with Pricing, Contracts, Recruiting, People Operations, Delivery, and other internal teams
- Identify capture risks and develop mitigation strategies with leadership and pursuit teams
- Maintain accurate capture documentation, opportunity information, action items, and pursuit status
- Contribute to lessons learned and continuous improvement of capture processes and practices
Requirements:
- Bachelor’s degree and 4+ years of relevant professional experience
- Relevant years of experience may be substituted for education
- Experience supporting or managing capture activities within the federal government contracting environment
- Experience working with cross-functional teams throughout the business development, capture, or proposal lifecycle
- Experience supporting federal RFIs, RFPs, RFQs, or similar procurement activities
- Working knowledge of federal acquisition processes and government contracting
- Understanding of common federal contract types, including Firm-Fixed-Price (FFP), Time and Materials (T&M), and Cost-Plus contracts
- Familiarity with GWACs, IDIQs, BPAs, and other federal contract vehicles
- Experience conducting customer, market, and competitive research in support of federal opportunities
- Ability to manage multiple priorities, deadlines, and stakeholders in a dynamic remote environment
- Strong written and verbal communication, organization, and collaboration skills
- Preferred: experience supporting technology, digital services, IT modernization, cloud, data, cybersecurity, or software development opportunities within the federal government
- Preferred: experience with Shipley or similar capture and proposal management methodologies
- Preferred: experience supporting competitive assessments, win themes, solution development, teaming strategies, or price-to-win activities
- Preferred: experience working with federal civilian or health agencies
- Preferred: familiarity with federal procurement systems, opportunity research tools, and capture management platforms
