Job Description

Communications Specialist supporting Quivera Enterprises' federal IT communications, stakeholder engagement, and organizational change-management initiatives. Developing messaging, outreach, training, reporting, and adoption strategies for OIT.

Responsibilities:

  • Plan, initiate, execute, and manage communications, marketing, and organizational change management activities supporting OIT
  • Develop and manage communications strategies, branding, messaging, and outreach for the ACIO, OIT programs, services, initiatives, and related portals
  • Develop audience-tailored communications plans and materials
  • Create clear, engaging, audience-appropriate content for internal and external stakeholders
  • Develop presentations, briefings, white papers, broadcast messages, announcements, and other communications products
  • Support OIT projects, programs, initiatives, functional areas, web portals, and approved communications channels
  • Improve communications products for quality, clarity, consistency, accessibility, effectiveness, and customer satisfaction
  • Develop and implement organizational change management plans for awareness, readiness, adoption, and sustained use of IT systems, services, and processes
  • Develop engagement strategies for technology implementations, process changes, modernization initiatives, and organizational transformation
  • Identify stakeholder groups and communication needs; develop targeted messaging explaining changes, impacts, expectations, timelines, and resources
  • Support training, awareness, readiness, and knowledge-transfer activities
  • Monitor stakeholder feedback and adoption concerns and recommend engagement activities
  • Develop and support stakeholder and customer surveys; analyze feedback and recommend improvements
  • Facilitate meetings, stakeholder discussions, working sessions, and planning activities
  • Organize complex information and develop action-oriented plans, artifacts, and deliverables
  • Coordinate stakeholder input and provide communications strategy, planning, process, and documentation expertise
  • Recommend service improvements and customer-satisfaction initiatives
  • Support performance dashboards and communications, engagement, and service-delivery metrics
  • Track activities, deliverables, milestones, risks, issues, and action items
  • Prepare weekly status reports and maintain communications documentation
  • Meet project schedule, quality, performance, and reporting requirements
  • Support the Office of Information Technology for Wichita Tribal Enterprises, a Quivera Enterprises subsidiary, subject to contract award

Requirements:

  • Minimum of four (4) years of experience developing communications or marketing documentation, reports, manuals, presentations, and related materials for IT programs or projects
  • Experience developing and executing communications strategies, plans, messaging, and stakeholder outreach activities
  • Excellent written and verbal communication skills, including communicating technical, program, and organizational information to audiences with varying technical knowledge
  • Ability to create training videos and conduct training activities
  • Proficiency with Microsoft Office products, including editing, formatting, proofreading, and correcting documents and presentations
  • Ability to inspect and evaluate communications products for quality, clarity, accuracy, consistency, readability, and effectiveness
  • Strong command of English spelling, grammar, composition, and usage
  • Ability to facilitate meetings, coordinate stakeholder input, organize complex information, and develop action-oriented deliverables
  • Ability to develop presentations, briefings, white papers, broadcast communications, and stakeholder-facing materials
  • Ability to manage multiple priorities and meet project schedule, quality, performance, and reporting requirements
  • U.S. Citizenship Required
  • Must be able to obtain and maintain the required Government security clearance and/or suitability determination
  • Must meet all applicable federal contract requirements
  • Preferred: experience supporting federal government agencies or federal programs
  • Preferred: experience supporting federal IT modernization, organizational change management, stakeholder engagement, or technology-adoption initiatives
  • Preferred: experience supporting the U.S. Department of the Interior and/or Indian Affairs
  • Preferred: experience developing communications for enterprise IT services, programs, systems, or technology implementations
  • Preferred: experience developing stakeholder surveys, analyzing customer feedback, and supporting performance metrics or dashboards
  • Preferred: active Government security clearance
