Job Description

Pricing and licensing analyst supporting Koniag’s Federal defense IT and Air Force ICAM studies. Developing ROM estimates, software licensing analyses, and acquisition cost documentation.

Responsibilities:

  • Develop detailed Rough Order of Magnitude (ROM) cost estimates for three DAF ICAM System Enhancement Studies
  • Estimate development, licensing, hardware, integration, testing, and deployment costs
  • Document cost assumptions and flag areas of greatest cost uncertainty
  • Conduct structured software licensing analysis for Okta, SailPoint, Microsoft Entra ID, Microsoft Graph API, and other identified components
  • Document functional roles, enterprise license availability, disconnected licensing compliance, interoperability constraints, classified-network deployment restrictions, and licensing/lifecycle cost inputs
  • Identify licensing restrictions affecting edge deployment, node replication, or air-gapped activation
  • Support phased implementation roadmap cost components for the CDO-L Study, NPE Governance Study, and JML Transformation Framework Study
  • Apply labor category rates, level-of-effort projections, hardware unit costs, and licensing factors
  • Present ROM estimates as defined ranges with documented assumptions and cost drivers
  • Engage DAF enterprise licensing contacts and vendor licensing specialists to validate assumptions
  • Coordinate cost and licensing deliverables with the Program Manager and study leads according to staggered report deadlines
  • Maintain a consolidated licensing and cost assumption register
  • Respond to Government questions regarding estimates, licensing findings, and procurement implications
  • Assist with cost and licensing sections of draft Performance Work Statements for implementation Task Orders

Requirements:

  • Bachelor's degree in Business Administration, Finance, Accounting, Information Systems, or a related field from an accredited college or university
  • 5+ years of experience in cost estimation, pricing analysis, or software licensing analysis supporting Defense or Federal government IT programs
  • Demonstrated experience developing Rough Order of Magnitude (ROM) or Independent Government Cost Estimate (IGCE) products for Defense IT programs
  • Experience analyzing software licensing structures and procurement implications for enterprise technology platforms in Defense or Federal environments
  • Active Secret security clearance with final adjudication required prior to assignment
  • Ability to develop structured, assumption-documented ROM cost estimates
  • Experience decomposing complex, multi-phase technical implementation programs into discrete, costed work elements
  • Proficiency in analyzing software licensing structures, including per-seat, per-node, enterprise agreement, and subscription licensing models
  • Ability to identify licensing constraints for edge deployment, air-gapped or disconnected environments, and classified NIPRNet/SIPRNet scenarios
  • Familiarity with enterprise ICAM, cybersecurity, or identity platform technologies
  • Experience applying labor category rates and level of effort projections
  • Proficiency in Microsoft Excel and related cost-modeling tools
  • Ability to present cost ranges, assumptions, and cost drivers in written reports
  • Ability to manage concurrent cost and licensing workstreams across multiple studies
  • Ability to maintain consistency in cost methodology, rate assumptions, and licensing inputs
  • Exceptional written and oral communication skills in English
  • Ability to work collaboratively with Program Managers, technical lead engineers, and Identity Architects
  • Ability to obtain and maintain a Secret security clearance
