Job Description
Affordable Housing Compliance Specialist ensuring compliance with TCAC and HOME programs in California. Managing regulatory requirements and supporting property management teams for ongoing compliance.
Responsibilities:
- Ensure compliance with TCAC, IRS Section 42, and HOME program requirements across assigned properties
- Review and approve: Initial, annual, and interim income certifications Verifications of income and assets Rent calculations, utility allowances, and income limit applications
- Monitor adherence to: TCAC Regulatory Agreements and Compliance Monitoring Regulations HOME Final Rule (24 CFR Part 92) and local PJ requirements
- Prepare, review, and submit compliance reports to: TCAC Local Participating Jurisdictions (HOME) Owners and investors
- Support and coordinate: TCAC compliance monitoring reviews HOME program monitoring and on-site audits Investor and lender compliance reviews
- Conduct internal file audits and implement corrective action plans for identified findings
- Track affordability restrictions, unit set-asides, income targeting, and rent limits
- Ensure proper documentation and record retention in compliance management systems
- Provide technical guidance and training to site-level staff on TCAC and HOME requirements
- Monitor regulatory changes and guidance issued by TCAC, HCD, and HUD impacting compliance
- Maintain accurate compliance records and audit-ready files at all times
Requirements:
- Minimum 3–5 years of affordable housing compliance experience with TCAC and HOME programs
- Demonstrated experience with: California LIHTC (TCAC) compliance HOME Investment Partnerships Program
- Strong working knowledge of: IRS Section 42 TCAC Compliance Monitoring Regulations HOME Final Rule (24 CFR Part 92)
- Proven ability to independently review tenant files and income calculations
- Experience supporting TCAC and HOME audits, monitoring visits, and corrective actions
- Strong organizational skills with the ability to manage multiple deadlines
- Proficiency in Microsoft Office, particularly Excel and Word
