Job Description

Senior Proposal Manager leading complex Transportation-sector pursuits for Cordoba, a California civil engineering and program management firm. Overseeing proposal teams, strategy, client development, and performance.

Responsibilities:

  • Oversee proposal development and market strategies, primarily for the Transportation Sector
  • Provide leadership across pursuit development efforts
  • Lead cross-functional pursuit teams and manage proposal execution within established deadlines
  • Collaborate with Transportation Sector leadership and proposal staff
  • Co-lead go/no-go meetings and make recommendations
  • Build relationships with subconsultants and outside partners to establish marketable project teams
  • Lead assigned proposal creation, management, and delivery, including task assignment, writing, graphic ideation, oversight, and coordination with technical staff
  • Maintain ultimate responsibility for the quality and submittal of assigned proposals and deliverables
  • Lead planning and development of presentations and interviews with sector leaders
  • Supervise and mentor junior staff as needed
  • Provide strategic recommendations based on pre-capture and capture efforts
  • Contribute to company and sector strategic plans, business plans, marketing initiatives, and client-focused strategies
  • Network with and develop clients with business development staff
  • Participate in client service plan reviews, strategy meetings, and pursuit kick-off meetings
  • Identify opportunities based on strengths, weaknesses, sector goals, and qualifications
  • Evaluate and enhance sales performance
  • Monitor sales goals, KPIs, lessons learned, resource allocation, recruitment, and forecasting efforts
  • Analyze sector performance relative to goals and firmwide objectives

Requirements:

  • Bachelor’s degree in communications, marketing, or another related field, or demonstrated equivalency
  • 10+ years of industry experience managing large, complex A/E/C proposals and proposal teams
  • Experience with marketing in the Transportation industry and ability to support multi-sector strategies
  • Strong focus on developing and implementing quality assurance within the proposal process
  • Ability to collaborate with diverse staff, including senior leadership, technical staff, and project staff
  • Excellent written and verbal communication skills
  • Ability to quickly assess problems and identify and implement solutions
  • Ability to balance multiple concurrent assignments and shift priorities quickly
  • Organizational and time management skills, with flexibility for shifting priorities
  • Proficiency with Microsoft Office suite, including Word, Excel, PowerPoint, Outlook, and Teams
  • Proficiency with Adobe products, including InDesign, Acrobat, Photoshop, and Illustrator
  • Legal authorization to work full-time in the U.S.A. without sponsorship
  • California residents preferred
