Job Description
Supply chain advisor strengthening emergency procurement and logistics readiness for Catholic Relief Services partners across South America. Developing sourcing, inventory, contracting, and rapid-response systems.
Responsibilities:
- Provide technical support, accompaniment, and training to EMPOWER partners in South America
- Lead multiple-modality supply chain setup across five target countries, from procurement through inventory management, logistics, and distribution planning
- Execute updated specifications, strategic sourcing, prepositioned stocks, open contracts, and continuous improvement initiatives
- Conduct market and logistics analysis, hotspot prioritization, stakeholder mapping, and workplan development
- Establish quality standards, packing guidance, replenishment requirements, quality-control processes, and substitution rules
- Validate kit contents against market availability, cultural appropriateness, hazards, packaging, branding, and visibility requirements
- Develop country-, hotspot-, and remote-area-specific costing matrices incorporating transport, storage, customs, delivery, lead times, and other cost drivers
- Map, assess, conduct due diligence on, and prequalify suppliers and service providers; maintain vendor databases and prequalified vendor lists
- Prepare or update open contracts, framework agreements, standby supplier agreements, emergency procurement templates, and contracting-readiness files
- Assess and support contracting readiness for financial and mobile service providers supporting cash and voucher assistance
- Assess partner procurement, contracting, warehousing, inventory, transport, distribution, documentation, and quality-assurance processes
- Provide warehouse, stock security, inventory system, storage, and in-kind distribution guidance
- Map regional land, sea, and air shipping routes, including inter-country relief-item movement where applicable
- Develop partner-specific readiness checklists and action plans with responsibilities, deadlines, risks, contingencies, and escalation points
- Facilitate coaching, working sessions, simulations, and readiness tests
- Consolidate and hand over the final supply chain readiness package and conduct an exit debrief
- Supervise staff and collaborate with partners and CRS procurement, operations, finance, legal, grants, and technical teams
Requirements:
- Bachelor's degree in supply chain management, logistics, procurement, business administration, international development, humanitarian assistance, or a related field
- Minimum of eight years of progressively responsible experience in humanitarian supply chain, procurement, logistics, warehousing, inventory management, or emergency operations, including complex or rapid-onset responses
- Demonstrated experience developing supply chain readiness tools, including kit specifications, costing matrices, vendor databases, prequalification files, open contracts, procurement trackers, pipeline and distribution plans, warehouse or inventory tools, manuals, procedures, and readiness checklists
- Demonstrated experience conducting market and supplier assessments, vendor due diligence, logistics analysis, and cost verification in multiple operational contexts
- Experience supporting local partners through technical accompaniment, coaching, capacity strengthening, and participatory action planning
- Professional fluency in English and Spanish
- Ability and willingness to travel within South America and work across time zones and diverse operating environments
- Strong technical knowledge of emergency procurement, sourcing, contracting, vendor management, transport, warehouse management, inventory control, quality assurance, distribution logistics, and supply chain risk management
- Advanced proficiency in Microsoft Excel, Word, PowerPoint, web-conferencing platforms, and common information-management systems
- Must be legally able to work where the position is performed
- Must sign and adhere to CRS' Code of Conduct
- Preferred: Master's degree, cash and voucher assistance experience, humanitarian procurement and compliance knowledge, cross-border or multi-modal logistics experience, and South America experience
- Professional proficiency in Portuguese is strongly preferred; French is an advantage
