Job Description

Project Manager overseeing DNA testing laboratory establishment in Syria for ICMP. Responsible for project delivery, compliance, and collaboration with stakeholders.

Responsibilities:

  • Lead day‑to‑day delivery, including budgeting, scheduling, scope control, reporting, and quality assurance.
  • Coordinate with the ICMP Science and Technology Division on lab design and validation; vet, hire, and manage MEP (Mechanical, Electrical, Plumbing) and civil contractors to meet laboratory‑grade specifications.
  • Serve as the primary liaison with Syrian authorities to secure required permits and certifications and ensure compliance with national codes, health, safety, and construction standards.
  • Manage international and local supply chain of specialized materials and supervise the installation and testing of laboratory equipment, utilities, and systems.
  • Identify and mitigate project risks to ensure timely, on‑budget completion, and perform related duties as assigned.

Requirements:

  • A Master's degree in Civil Engineering, Architectural Engineering, Biomedical Engineering, or a closely related field.
  • A minimum of 7-10 years of progressively responsible experience in construction project management.
  • Demonstrated success delivering complex construction projects, ideally within the life sciences, healthcare, or pharmaceutical sectors.
  • A Project Management Professional (PMP) certification or equivalent international project management qualification.
  • An active membership in the Syrian Syndicate of Engineers.
  • Previous experience working within international organizations and field-based teams.
  • Native-level of Arabic and professional fluency in written and spoken English.
  • Strong interpersonal skills essential for effective collaboration with diverse stakeholders and excellent communication, organisational, and interpersonal abilities.
  • Strong problem-solving, judgment, and decision-making skills, particularly under pressure.
  • High attention to detail.
  • Established network of reliable local suppliers (Syria) for construction materials.
  • Ability to maintain effectiveness and resilience in high-risk, or hostile environments, both mentally and physically.
  • Proficiency in Microsoft applications, including Word, Excel and Power Point.
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender.
  • Willingness and ability to travel at short notice, work flexible hours, and operate in hardship environments with limited infrastructure or privacy.
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
