Job Description

Proposal Writer responsible for developing compelling responses for government contracts, supporting multiple proposals. Requires exceptional writing and communication skills for effective collaboration.

Responsibilities:

  • Responsible for developing written content in response to Requests for Proposals (RFP), Requests for Information (RFI), and customer documentation as required.
  • Support multiple complex proposals and documents across ten diverse organizations with exceptional communications, organizational, and time management skills.
  • Review Government and Commercial RFPs, technical and contractual documents, and other background material.
  • Prepare questions and identify information or material needed to create appropriate responses.
  • Attend strategy and kickoff meetings to understand the purpose of the RFP, requirements, and expectations of the customer and team.
  • Research, analyze, and collect data in support of writing assignments.
  • Conduct research on industry topics, competitive advantages, company analysis, relevant federal regulations, etc.
  • Participate in meetings with internal and external senior-level professionals and subject matter experts to generate and organize content.
  • Acquire content from subject matter experts and team members to formulate clear and compelling responses.
  • Compose and edit materials for new business pursuits, including proposals, presentations, white papers, and RFIs.
  • Develop and write solution-based proposals in response to customer requests.
  • Design/write/edit tables, matrices, past performance descriptions, and resumes for proposals.
  • Customize/tailor/update previously developed content for specific customer requirements.
  • Work within stringent timeframes to meet proposal deadlines, ensuring documents are well organized and professionally presented.
  • Comply with all solicitation requirements, understand and adhere to page and space limits, and format requirements in the RFP.

Requirements:

  • Minimum of 5 years’ experience in Proposal Writing, preferably in Department of Defense (DoD) and Federal Government acquisitions/solicitations
  • Experience writing technical proposal responses, past performance examples, and/or management plans, preferably for DoD and Federal Government RFPs
  • Understanding of the Federal Government Procurement process and the Federal Acquisition Regulation (FAR)
  • In-depth knowledge and working experience with U.S. Government solicitations, Requests for Quotes (RFQ), RFIs, and RFP documents
  • Bachelor's degree in English, Communications, Marketing, Journalism, Business, or other field of study requiring superior written communication skills
  • Shipley or Association of Proposal Management Professionals completed courses or certifications a plus
  • Ability to read and interpret documents such as RFPs, regulations, and policies.
  • Outstanding communicator. Consummate professional with exceptional time management and organizational skills.
  • A stable yet progressive track record of exceptional performance and achievement.
  • Superior strategic thinker, writer, and conceptual organizer, coupled with a comprehensive understanding of tactics, action, and attention to detail to an exceptional level.
  • A strategist who understands the proposal process including solution design (themes, discriminators, features, benefits, ghosts), competitive intelligence, black hat, and other sophisticated aspects of competing on bids and proposals at the highest levels.
  • Ability to work both independently, as well as in a team.
  • Experience with Indefinite Delivery/Indefinite Quantity (IDIQ) proposal responses and IDIQ Task Order responses a plus
  • Ability to work effectively with a diverse range of people who possess a variety of skills and experience.
  • Working knowledge of computers, software (Microsoft Office Suite and Adobe Acrobat), and general office equipment.
  • Advanced knowledge of Microsoft Word is required.
  • Knowledge of Government solicitation websites (e.g., GovWin, SAM.gov) and experience with Microsoft SharePoint required.
  • Experience with artificial intelligence software prompts a plus.
  • Experience with construction bids a plus.
