Job Description

Technical Advisor leading Catholic Relief Services’ global health outbreak response strategy, technical assistance, and staff medical guidance. Supporting program quality, capacity strengthening, partnerships, and emergency health operations.

Responsibilities:

  • Contribute to global strategy development in health and outbreak response
  • Provide technical leadership and advice for high-quality health and outbreak response programs
  • Lead CRS responses to health outbreaks and serve as focal point for programs operating in outbreak contexts
  • Provide strategic technical assistance to improve program quality and project outcomes
  • Develop, test, and scale effective approaches integrating health with other sectors
  • Provide operational health guidance to CRS staff responding to public health outbreaks, including health education, pre-travel health briefings, health capacity assessments, medical incident management plans, and medical clearance reviews
  • Support 24/7 health emergency and/or medical evacuation calls when needed
  • Lead agency-wide outbreak response strategies, standards, tools, and best practices
  • Provide technical solutions and guidance for regional and country program teams
  • Support proposal development, project design, staffing, and strategic growth opportunities
  • Lead capacity strengthening through learning strategies, training, workshops, conferences, mentoring, and coaching
  • Lead knowledge management and learning activities, including documenting and sharing successes, lessons learned, and evidence-based research
  • Represent CRS in regional and global forums and build partnerships with organizations, donors, governments, and technical partners
  • Develop health resources, preventive guidance, and education materials
  • Support medical clearance reviews, risk mitigation plans, and direct staff medical needs

Requirements:

  • Bachelor’s Degree in public health, epidemiology, nursing, medicine or a health-related field required
  • Active clinical license
  • Minimum of five years of clinical practice in acute or primary care
  • Minimum of ten years of combined work experience in clinical and public health with progressive responsibilities
  • Three years overseas in multiple regions as a technical advisor and/or program manager of a health or nutrition and/or multisectoral project with a health/nutrition component
  • Experience developing and producing curricula, tools, and other products supporting nutrition interventions and programming
  • Demonstrated experience transferring knowledge to diverse audiences through training, mentoring, and formal and informal methods
  • Experience with program monitoring and evaluation, including indicators, data collection tools and methodologies, data analysis, and data presentation
  • Experience representing an organization at meetings with donors, government, international NGOs, and local partners
  • Understanding of partnership principles
  • Strong understanding and application of technical principles in health and outbreak response
  • Knowledge of related disciplines for cross-sectoral approaches
  • Track record contributing to successful public health business development and donor funding capture
  • Ability to interpret evidence-based guidelines into staff health guidance and mitigation measures
  • Proficiency in MS Office, web conferencing applications, information and budget management systems, and knowledge-sharing networks
  • Strong relationship management, strategic, analytical, problem-solving, and systems-thinking skills
  • Very strong written and oral communication, presentation, facilitation, training, mentoring, and coaching skills
  • Willingness and ability to travel up to 30%
  • Fluency in English required
  • Ability to legally work where the position is performed and clear required pre-employment medical clearance
