Job Description
Part-time HR and EOR operations manager overseeing Swiss personnel leasing compliance for a global HR, payroll, and compliance platform. Serving as the entity’s Responsible Person and SECO contact.
Responsibilities:
- Act as the named Responsible Person for the Swiss entity under Swiss personnel leasing (SECO) law.
- Ensure compliance with Swiss labour-leasing legislation, Swiss employment law and the staffing industry GAV.
- Maintain documentation required for SECO and cantonal audits and inspections.
- Serve as the primary Swiss contact for SECO and cantonal authorities.
- Oversee HR and employment operations for the Swiss entity, including onboarding, contract controls and employment matters.
- Support payroll oversight with the global payroll team.
- Handle employee and client escalations related to HR and compliance.
- Supervise the entity’s EOR/personnel leasing activities.
- Collaborate directly with global HR, payroll and compliance teams.
- Improve operational processes while maintaining regulatory compliance.
Requirements:
- Right to work in Switzerland: Swiss citizen; EU/EFTA national with a current Swiss B or C permit; non-EU/EFTA national with a Swiss C permit; or EU/EFTA national with a genuine 5-year cross-border G permit.
- Any completed qualification: EFZ apprenticeship, Matura/Abitur, or university degree in any field.
- Standard route: 3+ years in recruitment or placement, personnel leasing or staffing (including EOR), substantive HR, personnel consulting, or organisational/business consulting.
- Alternative route: 3+ years of general professional experience plus a completed, recognised HR qualification with a passed exam, such as HRSE or VSH HR Assistant.
- Employment certificates confirming dates, workload percentage and substantive duties are required alongside a CV for the standard route.
- Clean criminal record, debt-enforcement register and tax history.
- Comfortable being named on the Commercial Register with signing authority.
- Willing to disclose other jobs, board mandates or licensed-business responsibilities.
- Genuinely hands-on; purely advisory profiles are not suitable.
- English level of B2, C1 or fluent.
