Job Description
JPA Lead Associate managing JPA/JPC transactions, inspections, reporting, and utility coordination. Supporting Circet USA’s wireless network engineering and construction services.
Responsibilities:
- Support the day-to-day administration, review, tracking, and quality control of Joint Pole Association (JPA) and Joint Pole Committee (JPC) transactions for the Wireless SoCal department
- Manage daily and weekly work assignments for JPC Field Inspectors
- Review completed and uploaded field work for accuracy, completeness, and quality; identify deficiencies and request corrections or resolution
- Receive, record, track, and upload JPA forms according to Circet guidelines and required recipient locations
- Review JPA transactions and correct, deny, assess, and approve transactions in accordance with procedures and customer requirements
- Prepare and send JPA responses to JPC members and record responses
- Prepare and write new JPA Intents/Forms; review foreign JPA Intents/Forms and upload documentation
- Track transfer, remediation, and other follow-up work through resolution
- Prepare production, output, and JPC asset reports for customer deliverables and management responsibilities
- Prepare and send Rule 18 notifications to utilities
- Track denied cost items, special cost items lacking documentation, and Section 1.2 denials
- Track responses to Section 1.2 requests for additional quotes and agreements requiring special approval per pole
- Provide operational and administrative support to the JPC Department Manager and department staff
- Adhere to occupational safety regulations, industry standards, and Circet safety programs
- Participate in job site safety/hazard analysis
Requirements:
- Bachelor’s degree in Business Administration, Telecommunications, Engineering, Construction Management, or a related field; or a minimum of three (3) years of relevant industry experience in lieu of a degree
- Relevant experience in wireless telecommunications, Joint Pole Association (JPA)/Joint Pole Committee (JPC) operations, utility coordination, pole attachment programs, field inspection support, or a closely related field
- Working knowledge of JPA/JPC forms, intents, transactions, denials, transfers, remediation requirements, and related pole-attachment documentation is preferred
- Experience reviewing field inspection documentation for completeness, accuracy, and quality and coordinating corrections or follow-up with field personnel
- Ability to accurately track high volumes of JPA/JPC transactions, forms, responses, cost items, quotes, approvals, and supporting documentation
- Experience preparing customer deliverables, production reports, asset reports, trackers, and other program documentation
- Strong written and verbal communication skills with the ability to coordinate effectively with field inspectors, utilities, JPC members, customers, and internal management
- Ability to prioritize multiple assignments, meet deadlines, identify issues, and independently drive required follow-up through resolution
- Proficiency with Microsoft Office applications and the ability to learn and maintain customer and internal tracking/document-management systems
- Compliance with Federal and Local Occupational Safety and Health Regulations, Industry Consensus Standards, and the Circet USA Injury and Illness Prevention Program Manual
- Participation in job site safety/hazard analysis
