Job Description
PWA Compliance Liaison supporting IRA/PWA compliance at the project/site level. Enhancing visibility and issue resolution for compliance within construction schedules and trade partners.
Responsibilities:
- Support and help reinforce Moss’s IRA/PWA compliance processes during active project execution at assigned sites
- Serve as the primary field-facing liaison between project teams, trade partners, and the internal IRA-PWA team to support compliance visibility and issue resolution
- Coordinate with PMs, superintendents, and foremen to support implementation of site-level compliance workflows aligned with construction schedules
- Provide guidance and education to site teams and subcontractors on prevailing wage, apprenticeship, and related documentation requirements
- Support job classification mapping reinforcement and help identify potential discrepancies in reported work activities and supporting records
- Assist in collecting, organizing, and maintaining site-level compliance documentation (e.g., certified payroll reporting support, apprenticeship documentation, labor hour/worker tracking, site records) to ensure audit readiness
- Monitor project health indicators related to IRA/PWA compliance, summarize observations, and communicate updates to internal stakeholders
- Support periodic site-level reviews/audits of compliance records; document findings and help drive corrective actions and follow-through
- Review site-level reporting inputs for completeness and accuracy prior to submission/finalization; escalate gaps, inconsistencies, or non-responsiveness
- Maintain professional communication with subcontractors and vendors to facilitate timely delivery of required reporting and certifications
- Travel to project locations as needed to support execution, training, and issue resolution
- Perform other duties as assigned
Requirements:
- High School Diploma or equivalent required
- 2+ years of experience in program coordination, construction administration, labor compliance, project coordination, or regulatory documentation support preferred
- Familiarity with the Inflation Reduction Act (IRA), Davis-Bacon Act, prevailing wage requirements, apprenticeship compliance, and certified payroll reporting (CPR) is preferred
- Strong organizational skills, attention to detail, and ability to manage multiple stakeholders and deadlines in a field environment
- Effective written and verbal communication skills and comfort working with both internal teams and external trade partners
- Proficiency in Microsoft Excel, Word, and Outlook; experience with SharePoint, document management, or compliance tracking systems is a plus
- Willingness and ability to travel up to ~60% as needed to support project execution
